Description
The Product Manager, Aviation Ground Support Equipment (PM AGSE) seeks to identify potential sources for a set of commercial-off-the-shelf (COTS) Nondestructive Test Equipment (NDTE) consisting of an Ultrasonic Flaw Detector, an Eddy Current Flaw Det ector, a Harmonic Bond Tester, and associated accessories packaged in one heavy duty, padded storage case. The NDTE Set will be used by all US Army Aviation Maintenance units to perform nondestructive inspection of rotary wing aircraft. The purpose of t his announcement is to identify sources and solicit vendor information that fully describes existing equipment technology, features, capabilities, and performance and to invite vendors to Industry Days on the 9th, 10th, or 11th of January, 2007. The purpo se of the Industry Days is to allow potential offerors to present capabilities statements and, if desired, demonstrate their products. Vendors are encouraged to bring product samples for demonstration, but product samples are not required. Participation in these Industry Days is not mandatory and will not preclude any interested offerors from further participation in any procurement. PM AGSE is seeking interested sources for a production contract to meet calendar year 2007 and subsequent procurements. A procurement of approximately 421 NDTE Sets over 4 years is planned at this time. This announcement, however, does not constitute a commitment, implied or otherwise, to procure equipment or services. Draft purchase descriptions/specifications are being prepared for the NDTE Set and will be available for review not later than December 8th, 2006. Interested contractors may request draft purchase descriptions/specifications by contacting the PM AGSE point of contact (POC) identified in this notice. Final purchase descriptions/specifications may be based in part on technical information obtained as a result of responses to this notice. PM AGSE is engaged in a complete modernization of the Army aviation nondestructive test equipment previously identified ba sed upon a strategy of COTS technology refreshment approximately every six years. Consequently, PM AGSE is interested in products that incorporate modern hardware and software architectures and technologies and are near the beginning of the product life c ycle. Individual NDTE instruments integrated into the storage case need not be from the same manufacturer, but instruments utilizing similar operator interfaces are preferred. In order to request an appointment for participation in one of the Industry Da ys, interested parties should contact the PM AGSE POC not later than 3:00 PM CST Jan 2, 2007 by electronic mail or telephone. Attendance will be limited to three representatives per company. Presentations and product demonstrations should be limited to t wo hours, excluding set-up time. The Industry Days will be held at the Nondestructive Test Center of Excellence (NDT CoE) at Redstone Arsenal, Alabama. Each Industry Day will start at 8 a.m. and end no later than 3 p.m. When an appointment is scheduled, directions to the NDT CoE and visitor access instructions for Redstone Arsenal will be provided. Be prepared to provide the names and titles of the individuals who will be attending, the amount of time desired for presentations or demonstrations, whether equipment will be demonstrated, and what, if any, support is needed for presentations or equipment demonstration. Potential offerors not participating in the Industry Days but desiring to provide information regarding their capabilities or products shoul d contact the PM AGSE POC for instructions on where to send information. The Government will not pay any costs associated with providing information or conducting product demonstrations in response to this notice. Further, travel expenses will not be re imbursed by the Government for attendance at the Industry Days. PM AGSE may use support contractor employees from BAE Systems, SAIC, and Huddleston Technical S ervices to assist in reviewing the responses received under this announcement. Information that is clearly marked company private, proprietary, or competition sensitive will be released only to Government personnel and Government contractors who hav e executed non-disclosure agreements.
