Description
FY07 MDAM PN 571 Launch Control Facility Life Safety Upgrades, Meck Island, United States Army Kwajelein Atoll (USAKA). Work involves installation of fire sprinklers, fire alarms, emergency lighting, fire rated doors and construction of egress corri dor walls and stairway emergency egress. Included in the installation of fire sprinklers is demolition/removal of office partitions to convert area from administrative to bulk storage. Also included as options is the replacement of the built-up roofing a nd rain catchments systems, including all flashing and counter flashing. Construction includes all new electrical, communications and waterlines to support the new fire protection system. Additionally, new air conditioning systems (self-contained units) of up to 20 tons will be provided within this project. USAKA is an isolated U.S. Army Installation located approximately 2,100 miles southwest of Hawaii and approximately 4,200 miles southwest of the west coast of the U.S. This Contract will consist of a base schedule with 5 options. The estimated cost of the project is between $5Million and $10Million. Selection will be based upon the Lowest Priced Technically Acceptable evaluation method and may utilize the following evaluation factors: (a) Experienc e, (b) Past Performance, (c) Small Business Program, and (d) Price. A pre-proposal site investigation and conference will be conducted on January 12 and 13, 2007. Due to limited logistical support, only one representative from each firm who has acquired t he plans and specifications will be allowed to attend. Representatives who plan to attend will need to register for entry into Kwajalein at the following internet website: http://www.smdc.army.mil/RTS/.html click on Entry Authorization and Airline Schedul e. When inputting information for Entry Authorization indicates Louis Askew as the Site Sponsor. Also, contact Ms. Darlene Duarte to arrange lodging. You may be required to provide som e and/or all of the following data: full name, social security number, date of birth, place of birth, citizenship, name of company, position/title, home address, confirmation of flight reservations, point of departure, dates of entry and exit, and name of airline carrier to obtain an entry clearance. Upon arrival at the Kwajalein Airport, representatives (planholders) will be met by a Government representative. Planholders are cautioned to schedule flights to allow for arrival at Kwajalein not later than J anuary 11, 2007. (Kwajalein time is 22 hours ahead of Hawaiian Standard Time.) Departure from Kwajalein is recommended on January 15, 2007. A tour of the project site on Meck Island will begin on January 13, 2006 at 8:00 AM. Government transportation wi ll be available while in the Kwajalein Atoll. Contractors may only visit the site on the day of the scheduled site visit. Traditional hard copies of plans and specifications will NOT be available for this solicitation, but will be available for viewing and/or downloading via the Honolulu District Contracting Website on or about 14 December 2006 at http://www.poh.usace.army.mil/CT/CT.htm. Contractors must be registered in FedTeDS to view/download plans and specifications. A link to FedTeDS can be found at https://ecs.usace.army.mil/. Solicitation documents will NOT be issued on CD-ROM format unless the Government determines that it is necessary. If the Government determines that issuance of the initial solicitation on CD-ROM is necessary, the CD-ROM will be provided at no cost to self-registered contractors at the website mentioned above. However, the Government reserves the right to issue follow-on amendments to the solicitation on the website. It is therefore the contractors responsibility to check the Honolulu District Contracting Website daily for any posted changes to the solicitation. All offerors are encouraged to visit the Armys Single Face to Industry Website at: https://acquisition.army.mil/asfi to view other business opportunities. Offerors must be registered with the Central Contractor Registration (CCR) in order to receive a Government contract award. To register, the CCR internet address is: http: //www.ccr.gov. Small, small disadvantaged and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successfu l contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordance with the provisions of Public Law 95-507.
