- SUBJECT: Solicitation 601817R600 for Scientific and Technical Consulting Services to Lead Peer Reviews and Scientific Review Panels for the following Department of the Interior (DOI) Bureaus: US Fish and Wildlife Service (FWS), Bureau of Reclamation (BOR) and National Park Service (NPS), nation-wide. In accordance with Federal Acquisition Regulation (FAR) 5.101, this office is making this announcement in the FEDBIZOPPS. DESCRIPTION OF SOLICITATION: INDEFINITE-DELIVERY INDEFINITE QUANTITY (IDIQ) multiple-award task order contracts for services , as specified. MAXIMUM VALUE: The maximum overall cumulative value (maximum non-guaranteed) amount is $10 Million for each awarded contract for the life of each contract. These contracts shall be available for use nation-wide by the FWS, BOR and NPS, of the Department of the Interior. MINIMUM VALUE: The guaranteed minimum for each contract awarded is $5,000.00 for life of the 5-year contract (Base Year plus 4 Option Years). Contractors are not guaranteed work in excess of the minimum guarantee specified herein. TASK ORDERS: The only services authorized under this contract will be ordered by the Government through issuance of Task Orders (by the respective Bureaus) on competitive basis to awarded Contractors. The Government makes no representation as to the number of task orders or actual amount of services to be ordered, however Contractors are not guaranteed work in excess of the minimum guarantee specified. PERFORMANCE PERIOD: Base year and four (4) 12-month option periods. TYPE OF CONTRACT: This procurement consists of one Solicitation with the intent to award no more than 2 Indefinite Delivery/Indefinite Quantity (IDIQ) Multi Award Task Order Contracts for the Services to the responsible and responsive offerors whose proposals, conforming to the Request for Proposal (RFP), will be most advantageous to the Government, considering cost or price and other factors, specified in the RFP. The basis of Award shall be Best Value to the Government. PRE-PROPOSAL CONFERENCE: A Pre-Proposal Conference will be held in Lakewood, Colorado (place, date and time to be determined at a later date), however, it will be 15 days after issuance of the Solicitation. CLASSIFICATION CODE/NAICS CODE: 541690 - Other Scientific and Technical Consulting Services. The Department of the Interior (DOI) has a requirement for scientific and technical services to lead a scientific review panels of biological reports. The categories of work covered by the continuum of consulting services include: 1)Review of documents (models, data, listing proposals, scientific papers etc.) usually resulting in a report in letter form from each reviewer. 2) Review/expert panel which may include meetings with scientists, agency personnel and the public and culminates in a written report to FWS. 3) An ongoing program of reviews of longer-term science programs (i.e. a species recovery program or research and monitoring effort) in which reviewers may periodically be assembled to conduct a review of the entire science program or a portion thereof or a standing review panel is assembled to periodically review the science program or portion thereof. These reviews would culminate in a written report to the FWS. DOI anticipates issuing multiple award IDIQ contracts that will be open to FWS, BOR and NPS nation-wide for ordering purposes. The contracts will provide for a base year period of performance and four option years. This acquisition is being conducted in accordance with FAR Part 15. The solicitation is expected to be issued in or about two months and offerors proposals will be required 30 days from the date of issuance. SET ASIDE STATUS: none, full and open competition, small and large businesses. All responsible sources may submit a proposal which shall be considered by the agency.
