- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (a) This procurement is being made in accordance with the procedures in FAR Part 12, FAR 13.5, and FAR Part 16.5. The solicitation number is HSCG23-06-R-PBJ010 and it is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-13. There is no set aside. The NAICS code is 611519 and the small business size standard is 6.5M. The U.S. Coast Guard (USCG) intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) for forklift and weight handling training. The period of performance shall be from on or about December 7, 2006 through December 6, 2007, with four one-year option periods. Services will be ordered through delivery orders containing Firm-Fixed Price (FFP) line items with reference to Contract Line Item Numbers (CLIN). Base Year: CLIN 0002 is for two classes per year, with 25 students quotas at the United States Coast Guard (USCG) TRACEN Petaluma, California Option Period I : CLIN 1001 is for two classes per year, with 25 student quotas at the United States Coast Guard (USCG) TRACEN Yorktown, Virginia. Option Period I: CLIN 1002 is for two classes per year, with 25 students quotas at the United States Coast Guard (USCG) TRACEN Petaluma, California Option Period II : CLIN 2001 is for two classes per year, with 25 student quotas at the United States Coast Guard (USCG) TRACEN Yorktown, Virginia. Option Period IV: CLIN 4002 is for two classes per year, with 25 students quotas at the United States Coast Guard (USCG) TRACEN Petaluma, California The Contractor shall provide training through a series of short term instructional courses (no longer than five days) for forklift and weight handling training. The training shall take place in both a classroom setting and a shop/lab environment.. The Contractor shall supply all necessary instructors, course workbooks and (2) forklifts for the hands-on training at the USCG?s TRANCEN Yorktown, Virginia and TRACEN Petaluma, California locations. The contractor shall support the classroom lecture with a course workbook tailored to the topics detailed in the Course Outline. The contractor shall supply a Forklift trainer package for each student. The contractor shall monitor the participant's progress by giving an exam to each student upon completion of the course and each student shall receive a "Certificate of Completion". The contractor shall provide training for the CG using contractor-owned/provided learning materials, hands-on train training for forklift operators plus methodologies to produce a graduate that satisfies the Coast Guard (CG?s) training mission and the learning objectives contained in the course outline. Graduates must be able to teach other forklift operators at their unit. The government will provide meeting facilities and audio-visual equipment. The Contractor shall provide a Project Manager who shall be responsible for all contractor work performed under this contract. The Project Manager is further designated as Key by the Government. The Project Manager shall be a single point of contact for the Contracting Officer (KO) and the Contracting Officer?s Technical Representative (COTR). It is anticipated that the Project Manager shall be one of the senior level employees provided by the Contractor for this work effort. The name of the Project Manager and the name(s) of any alternative(s) who shall act for the Contractor in the absence of the Project Manager, shall be provided to the Government as part of the Contractor?s proposal. During any absence of the Project Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The Project Manager and all designated alternates shall be able to read, write, speak and understand English. Additionally, the Contractor shall not replace the Project Manager without prior acknowledgement from the Contracting Officer. Contractor personnel assigned to teach a course shall have expertise in the subject area and instructional experience. The personnel shall be familiar with all initial presentation and remediation procedures, training aids, devices and equipment associated with the course. Contractor instructors will be evaluated by government SME?s and by student critiques. Contractor will provide all training materials used in the course, including instructor lesson plans, student handouts, references, charts, manuals, tests, audiovisual aids, (2) 6K diesel or electric standard forklifts and training equipment. Government shall provide the transportation of students if a suitable area for hands-on training is not available. A predetermined list of training equipment, handouts, audiovisual aids, references manuals, etc., to be used in the course will be provided by the contractor. However, the use of computer-generated graphics (e. g., PowerPoint) to supplement lectures is required. It is required that the course will use training equipment handouts (may be included as a part of the student guide/manual), and other audiovisual aids, e.g., videotapes. The government will provide classroom space, with chalk/dry marker boards, and standard audiovisual equipment (overhead projector, remotely controlled slide projector, projection screen, VCR, and monitor) for the course. For classes taught at TRACEN Yorktown and TRACEN Petaluma, the government will provide projection systems for computer-generated graphics. However, for locations other than TRACEN Yorktown or TRACEN Petaluma provision of these projection systems will be the responsibility of the contractor. The awarding of Continuing Education Units (CEUs) and/or CIH/CSP Certification Maintenance Points shall be the responsibility of the government and not that of the contractor. However, the contractor may be requested to provide certain course data so that course certification can be obtained. Contractor will complete a non-completion record for each student who does not complete the course. Contractor will provide graduation certificates for the course. These certificates shall be filled out by the contractor at the end of each course and passed out to students who have successfully completed the course, if at all possible. Security The course taught under this contract is unclassified. Contract Work Hours Classes typically begin at 0800 and end at 1630 on each day with a ten (10) minute break every hour and an hour for lunch. Occasional non-standard training days may be required by emergencies, and operational commitments; therefore, in these cases, as much prior notification as possible will be provided to the contractor. However, the course is designed for whole days and should not vary substantially from this format, e.g., ending after a half-day on the last day, two-hour lunches or ending class two hours early on days in the middle of the week. Likewise, extending past the normal ending time can only be done with the student?s option since many students may have off-hour commitments. Holidays shall be limited to those normally scheduled for the United States federal government employees. Legal holidays for the purpose of this contract: New Year's Day Labor Day Martin Luther King Day Columbus Day President?s Day Veterans?'Day Memorial Day Thanksgiving Day Independence Day Christmas Day Inability of Contractor to Perform In the event that an instructor is unable to teach a class due to illness, injury or death, the contractor must have a Contingency Plan (CP) in place to replace that instructor within twenty-four (24) hours at their own expense. In addition, the government reserves the right to request that an instructor be replaced due to poor performance. The CP must also address the manner in which this instructor will be replaced. Such plans must be included along with the Technical Proposal and may be reviewed by the COTR at any time after award. The maximum class size of the Forklift and Weight Handling Course is twenty five (25) students. While it is considered extremely unlikely that this will occur due to the high demand for this training, the government reserves the right to cancel a convening with fewer than thirteen (13) students at no cost/penalty to the government. The contractor will be notified no later than twenty-one (21) days prior to the first day of the class, if the minimum class size is not met. The government reserves the right to exceed the class size on a case-by-case, limited basis at no extra cost to the government if agreed to in advance by the COTR and the contractor. Qualifications The contractor shall provide personnel who meet the experience levels required as stated in this combined synopsis/solicitation. The contractor shall be able to provide qualified instructors of the course on dates as agreed. The contractor shall present evidence of ongoing or recent experience (within three years) in conducting technical training courses similar in scope and difficulty to the safety training course set forth. Once an instructor(s) has become "established" teaching this course, if any "new" instructors must be brought in to teach the course, a transition period must be provided whereby the new instructor must teach one or more convenings with a previously "established" instructor. The government will monitor his/her progress through a review of student critiques and, if necessary, a technical review. It is expected that the instructional staff remain reasonably constant throughout the duration of the contract. The contractor shall possess a knowledge and understanding of the type of educational techniques required. The contractor shall possess the ability to effectively manage and provide an adequate administrative staff in support of the educational/training services provided under any resulting contract. Instructor Qualifications The contractor shall be responsible for employing appropriate, technically and academically qualified personnel to perform the instructor services outlined herein. The instructor(s) must have at least (15) years experience as a qualified operator and instructor of forklifts and mobile cranes. Resumes/Biographical Summaries Resumes for prospective new instructors shall be submitted with the Technical Proposal for review and approval prior to employment under the contract. The Contracting Officer (KO) will inform the contractor directly of individuals who are acceptable. Unacceptable documentation will be returned to the contractor indicating the reason(s) for rejection. The KO will have the right to obtain, from the contractor, substantiation of information contained in any resume. Quality Control The contractor shall conduct training as specified on the topical outline of the course. The contractor is responsible for establishing, maintaining and monitoring the quality control of the services provided here under via a detailed Quality Control Plan (QCP) (Due with the Technical Proposal) clearly stating his/her procedures for ensuring quality. As part of the above plan, the contractor shall establish and maintain an instructor evaluation system. Records of all instructor evaluations for contract employees shall be kept current, complete and available to the Contracting Officer or COTR upon request during the performance of this contract. The Government reserves the right for the Contracting Officer (KO) his/her designated representatives to evaluate contractor performance, including both technical content and instructional techniques, at any time. Observations of the evaluator will be passed to the contractor via the COTR. Direct discussion of observations by a designated representative with contract instructors is not permitted. General Tasks/Work Requirements by Position Instructor?s Tasks Maintain a high standard of professional qualifications in instructional and technical areas. Recommend any changes to the curriculum, if necessary, to the COTR. Prepare a personalized Lesson Topic Guide for each subject matter area assigned. Maintain qualifications in instructional techniques, training aids, training equipment, training devices and instructional material required to teach assigned topics. Prepare the classroom for instruction (e.g., ensure course materials are brought into classroom, arrange tables and chairs, layout course materials for each student) and ensure classroom is left in an orderly fashion at the end of each day, especially on the last day of the class. Upon request of the appropriate authority, make academic comments concerning students. Ensure a dignified, harmonious and professional classroom atmosphere. Administer, grade and review examinations, as necessary. Report all problem areas related to assigned duties and responsibilities to contractor?s point of contact. Teach all assigned topics, in accordance with contract requirements, effectively utilizing allotted time. Inventory and account for assigned classroom/lab training equipment, submitting missing item reports to the contractor?s point of contact. Perform operational check on assigned training equipment, devices and aids. Refer unresolved students disciplinary problems to the appropriate military authority. Monitor students to ensure safe usage of all training equipment, devices and aids. Instruct students in operation and safety requirements of shop/lab equipment for trainers. Monitor students compliance with safety standards and procedures and immediately correct safety violations, reporting all persistent violations to the COR via the contractors point of contact. (b) This course is a group-paced, criterion referenced, instructor managed, student participation, lecture/laboratory type instructional system that uses firmly established training procedures. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. After calculating total prices and determining whether technically acceptable, the USCG will award this contract to the contractor submitting the proposal that is lowest price technically acceptable.
