- (i) This is a solicitation for solid waste (garbage) removal from six (6) United States Customs and Border Protection, El Paso Border Patrol Sector, locations in the immediate El Paso metro area. It is being prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information inserted in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. The term of the contract is one base year (nine months), from January 1, 2007, through September 30, 2007, inclusive. The contract will have four one-year options, for the period October 1, 2007, through September 30, 2011, inclusive. Option years will be awarded based upon satisfactory performance and continued commercially acceptable prices. (a) Only one firm fixed price contract will be awarded from this RFQ. (ii) Solicitation number HSBP1007Q0973 is issued as a request for quote (RFQ). Offerors are requested to refer to this solicitation number on all correspondence. Any of the current site configuration items below may change over time due to the changing needs of the El Paso Sector Border Patrol An MS Excel worksheet (Garbage Removal) containing the basic information and including the base and option years may be requested from the Contract Specialist point of contact (POC). Use that sheet to submit your bids. Submission details are noted in item (xiii)(c) below. The current configuration of the six sites is as follows: (a) 8901 MONTANA, two 8-YARD containers, three times per week ; (b) 3711 MATTOX, one 6-YARD container, twice per week; (c) 12242 PINE SPRINGS. one 8-YARD container, three times per week; (d)1005 NEW MEXICO HWY 9, one 4-YARD & one 8-YARD container, twice per week; (e) 8037 LOCKHEED, one 8-YARD container, three times per week; and (f) SECTOR FIRING RANGE, one 8-YARD container, once per week. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. (iv) This solicitation is set aside for small businesses only. The North American Industry Classification System (NAICS) code is 562119. (v) The combined synopsis/solicitation is for garbage removal from the six (6) locations within the El Paso Sector Border Patrol jurisdiction mentioned above. Site locations are: (a) El Paso Sector Headquarters, 8901 Montana Avenue, El Paso, Texas., 79925. (b) El Paso Sector Headquarters Training Building, 3711 Mattox, El Paso, Texas, 79925. (c) Ysleta Station, 12242 Pine Springs, El Paso, Texas, 79936. (d) Santa Teresa Station, 1005 New Mexico Hwy 9, Santa Teresa, NM, 88008. (e) El Paso Sector Warehouse/Facilities Management Building, 8037 Lockheed, El Paso, Texas, 79925. (f) El Paso Firing Range, # 1 Range Road, Fabens, located approximately 1 mile south of I-10 off of the Fabens exit. (vi) The contractor shall provide all labor, material, and transportation to remove garbage from the six above-mentioned sites. Frequency of delivery stated in the Excel file, Garbage Removal. (vii) FOB is Destination. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) The provision, 52.212-2, Evaluation: Commercial Items, is not included in this synopsis/solicitation. (x) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, must be submitted with the bid. Offerors may access the clause at www.acqnet.gov/far and print the clause. Or, an MS Word document containing the clause may be requested from the Contract Specialist POC. (xi) The FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Requirements of this clause include, but are not limited to, such items as invoicing, inspection/acceptance, and payments. Upon award, the contractor must be registered and be current in the Central Contractor Registry (CCR), www.ccr.gov, and must agree to be paid via electronic funds transfer (EFT). (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this contract. Clauses included under this provision are: 52-219-6, Notice of Total Small Business Set-Aside; 52.222-41, Service Contract Act of 1965, As Amended (July 2005); 52.222-43, Fair Labor Standards Act and Service Contract Act-Price Adjustment (Multiple Year and Option Contracts) (May 1988); 52.222-44, Fair Labor Standards Act and Service Contract Act-Price Adjustment (February 2002); and, 52.232-33, Payment By Electronic Funds Transfer-Central Contractor Registration (October 2003). (a) In accordance with the Service Contract Act (SCA) of 1965, FAR 52.222-41, July 2005, SCA Wage Determination Number 05-211, Revision (01), dated 09/26/2006, is applicable to this solicitation. (2) FAR 52.212-3: Offeror Representations & Certifications, Commercial. See (x) above. (3) SCA wages: Text file containing applicable wage rates. See (xii)(a) above . (4) A formatted copy of this synopsis/solicitation. (c) Along with your company?s profile, submit all of the required documentation: (1) Completed quotes for base and option years. (2) Completed Offeror Representations & Certifications-Commercial (FAR 52.212-3) (3) Signed and dated statement that all submission materials are accurate and current. (4) Certificate of Insurance. (5) References (at least two). Include name of company, contact, address, and phone number with your submission. (d) Bids are physically due no later than 16:00 (4:00 p.m.) MST on Monday, December 18, 2006. Bids received after that time will not be accepted and considered. To be complete, bids must include all of the above items.
