- NOTICE OF INTENT The Army Contracting Agency, Contracting Center of Excellence intends to negotiate on behalf of United States Army Military District of Washington, with Pro Scenic, 7305 Lockport Place, Lorton, VA 22079, on a sole source basis. This requirement will prov ide services for design and provide theatrical staging and scenic elements for the 2006 Holiday Festival.
