Description
The Space and Naval Warfare Systems Command in support of Naval Sea Systems Command, Program Executive Office, Littoral & Mine Warfare (PEO LMW), Maritime Surveillance Systems (MSS) Program Office PMS 485 requires successful completion of level of effort tasking for engineering, maintenance, and logistic services in support of the SURTASS Low Frequency Active Transmit Subsystem. Currently, the Active Transmit Subsystems are utilized for the RV CORY CHOUEST, and USNS IMPECCABLE (T-23) Surveillance Towed Array Sensor System (SURTASS) Low Frequency Active (LFA) platforms. These systems along with the new Compact Low Frequency Active (CLFA) are procured from BAE Systems of Nashua, NH who is the single source of expertise for this unique technology. The proposed acquisition under contract number N66001-06-D-0037 would provide that the contractor furnish 21,000 staff hours of engineering services for the years FY07 through FY11. These engineering services staff-hours are needed for at-ship support, engineering studies, maintenance support, drawing support, maintenance manual support, training support, and program management support for the operational LFA and CLFA in the fleet. The Government believes that BAE Systems of Nashua, NH with their previous requisite knowledge, technical expertise, and existing extensive facilities with CLFA is the only contractor that can accomplish these requirements to provide at-ship support, engineering studies, maintenance support, drawing support, maintenance manual support, training support, and program management support for the operational LFA and CLFA in the fleet. for PMS 485. BAE Systems of Nashua, NH is the only contractor that can accomplish these requirements without substantial duplication of cost that would not be expected to be recovered thru competition and without unacceptable delays. It is anticipated this Contract Line Item Number (CLIN) on contract number N66001-06-D-0037 will be implemented in January 2007. The value of this CLIN is expected to be approximately $4,375,000. The NAICS code for this procurement is 541330. Please see Numbered Note 22. Responses to this announcement should be addressed to Pamela Rose at pamela.rose@navy.mil.
