- NASA/GSFC has a requirement for technical reports on the spaceflight heritage, technical specifications, and in flight performance on a nonmagnetic, autonomous, attitude determination device or star camera in a high radiation environment, co-located with the magnetometer at the end of a spacecraft boom. NASA/GSFC intends to purchase the above mentioned proprietary reports from the Measurement and Instrumentation Systems section at Oersted- Technical University of Denmark (DTU) on a sole-source basis. The authority for Other Than Full and Open Competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source. DTU is the only organization that has a space-qualified, attitude determination device, or star camera, co-located at the magnetometer that is nonmagnetic and therefore does not interfere with the magnetometer sensors when co-located at the magnetometer. In addition to, the magnetic cleanliness, and the small size (~300 cm cubed)and light weight (~0.4kg) of the DTU Advanced Stellar Compass (ASC) camera head unit make it ideal for use in conjunction with magnetometer instruments at the end of a boom. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on the date specified above. Submit your responses to the point of contact listed below. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
