Description
The Naval Air Systems Command intends to negotiate and award a sole source cost plus fixed fee (CPFF) award, using authority under FAR 6.302-1, to The Raytheon Company (Raytheon), El Segundo, CA for US Navy and US Marine Corps F/A-18 AN/APG-65 & APG-73 radar post-production engineering and logistics sustainment support to include engineering investigations, test program set (TPS) deficiency resolution, obsolescence engineering analysis, resolution development and qualification acceptance testing, and component level drawing and technical documentation updates. The anticipated period of performance is 12 months from date of award. As the sole designer, developer and manufacturer of these radar systems Raytheon is the only known source that can provide engineering solutions through manufacture and proof of design testing at the part level, module level, unit level, and overall system level. Raytheon has the requisite radar knowledge, experience, and technical data required to quickly respond to these and other emerging sustainment requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. Offerors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DoD activity. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government. For small business or subcontracting opportunities, contact Raytheon Company directly at 310-647-1000. Any questions regarding this synopsis should be sent via e-mail to Christy.Schumacher@navy.mil or John.Britt@navy.mil before 2:30 p.m. on 13 November 2006. See Number Note 22.
