- Request For Proposal (RFP) for National Stock Number (NSN) 2915-01-191-8397, RD063030010000, IQC06325009015, Spraybar, Fuel, Left, in accordance with General Electric Company Cage: 03350, P/N 9557M73G02. Other sources are General Electric Company Cage 07482, Parker Hannifin Corporation Cage 09523 and Woodward FST Cage 65065. Requirement is for an Indefinite Quantity Contract. Defense Supply Center Richmond (DSCR) does not have an approved Technical Data Package (TDP) available for this NSN. This RFP will be issued as Unrestricted Other Than Full and Open Competition. No Electronic Bulletin Board (EBB) or Internet Quoting Services (IQS) proposals will be accepted for this solicitation. Automated Best Value System (ABVS) applies. Offerors requesting source approval on the basis of previous manufacture of production quantities of similar Aerospace item(s) for the Government, OEM or other aerospace users, must submit the following additional documentation or certifications 1. Complete technical data package to include all associated drawings and drawings of similar parts manufactured. 2. Identification of major differences between the similar item and the approved item. 3. Evidence of testing conducted on the material used in production of similar item. 4. Description of value added by OEM including any fabrication, on site inspection. 5. Evidence or certification(s) that the contractor was responsible for entire manufacturing process. 6. Evidence that the item was produced in production quantities and the end item(s) met all requirements and was acceptable to the customer. 7. Comparison of manufacturing and inspection processes show that the similar part includes the full scope of processes. Proposals will be based on the Estimated Annual Demand quantity (3300 each for the base year and 3300 each for each of the four option years. The award will be based upon a combination of delivery, price, past performance, and other evaluation factors as described in the solicitation with delivery equal to price.
