Description
The Food and Drug Administration Office of IT Shared Services is publishing this Sources Sought Synopsis in order to obtain comments/inputs from interested parties / potential teaming partners for the Most Efficient Organization (MEO) concerning the FDA announced OMB A-76 Standard Competition Study of its Office of Information Technology Shared Services (OITSS) functions. This sources sought synopsis is being published for the gathering of information / planning purposes only and shall not be construed as a request for competitive proposals (RFP), quotes (RFQ), Invitation for Bid (IFB), or as an obligation on the part of the U.S. Government. Funding is presently not available and not guaranteed. Costs associated with the preparation and submission of information and/or any follow-up information requests are the responsibility of the Interested Party and these costs will not be reimbursed by the Government. This announcement is not to be construed as a commitment by OITSS/FDA/HHS to issue a Request for Proposals (RFP) on the basis of this Sources Sought Synopsis. The information provided by the Interested Parties will be evaluated to identify qualified potential MEO subcontractors / teaming partners. The government will not release to any firm, agency, or individual outside of the government, any information marked with a proprietary legend without the written permission from the Interested Party. Any information submitted under this Sources Sought Synopsis is strictly voluntary. The estimated completion date of the study is January 2008. The projected Period of Performance (POP) will be five years from date of award. In September 2006, FDA announced an OMB A-76 Standard Competition Study of its Office of Information Technology Shared Services (OITSS) functions on the Government?s Federal Business Opportunities (FedBizOpps) website. This standard competition involves 200 Full Time Equivalents (FTE) and multiple support contracts. The competition has been allowed a 6 month extension from OMB due to the complexity of the study. FDA?s rationale for including these FTE in an OMB Circular A-76 study is that all of these functions are comprised of skills that are readily available in the IT private sector at competitive prices. This Standard Competition Study will not disrupt FDA?s capability of completing its missions and goals. OITSS function primarily operates, maintains and modifies the hardware and software which comprise the regulatory network within the FDA. This network provides the standard operating systems and administrative application programs to all FDA employees and contractors - approximately 12,000 people. The network encompasses users in approximately 280 buildings within approximately 189 different cities in the United States and Puerto Rico. The preponderance of the positions performing the work are located in the Metropolitan District of Columbia area. The following activities are included in the scope of work for the Office of Information Technology Shared Services study: 1) Help Desk Services; 2) On-Site Desktop Management; 3) Server Management; 4) Network Management Services; 5) E-Mail Administration Services; 6) Personal Digital Assistant Services; 7) Telecommunications Services; 8) Remote Access Services; 9) Information Technology Security Services; 10) Information Technology Training Services; 11) Information Technology Asset Management Services; 12) Information Technology Project Management Services. The Agency Tender Official (ATO) is seeking information from companies capable of providing these services. Capability statements need to demonstrate through past experience the ability to acquire / provide the requested IT services through teaming arrangements. This Sources Sought Synopsis will be used to fully assess the company?s capabilities, interest, and to determine the appropriate MEO subcontractor / teaming partner strategy if applicable. Interested Parties are asked to address / submit the following information as their response to this announcement (note: contracts / experience referenced in the response should be as recent as possible, but none should have effective dates older than November 2001): 1) Intent - a. Do you intend to bid on this OMB A-76 competition?; b. Would you entertain the possibility of subcontracting / teaming with the MEO? 2) Organization - a. Please provide a brief profile of your overall organization; b. Demonstrate your ability to support requirements at multiple locations ? include ability to fulfill multiple short and long term task orders simultaneously. 3) Core Capabilities - a. Have you had experience delivering the IT services OITSS currently provides? Have you provided them as part of a comprehensive IT package for a single client? (Include contracts where similar services were provided, clients, types of contracts, repeat contracts, and the services provided. Also included the Point of Contact.) b. What are the locations of your offices and do you have the functional capability to provide these services at varying locations throughout the country? c. How many staff members do you have qualified to perform the functional areas listed above in the 12 areas listed above. d. Describe your established process for providing top quality resource capabilities when required, to include: i. Recruiting and retaining top quality tech employees with certifications in required disciplines; ii. Training current standards and technologies; iii. Ability to sustain a stable workforce; iv. Reach-back capability for specialized expertise as needed. 4) Specific Competencies - IT capabilities are required to successfully perform efforts in support of OITSS services. These may include all or a subset of the IM spectrum in the following skill sets: a. Seat Management; b. Performance Management (in relation to service level agreements); c. Technical Performance Management; d. Infrastructure and Network Management; e. ITIL (Information Technology Infrastructure Library); f. Helpdesk and related services. Demonstrate your knowledge and experience to include examples of your experience and an explanation of your knowledge across the IT spectrum. Describe your capability to perform or manage as a prime or sub-contractor for the 12 types of services listed previously. Please provide three examples of past performance that illustrate your firm's ability to provide seat management capabilities as it would relate to the services discussed in this RFI. If possible, please give priority to past performance examples where a seat management approach was implemented where one did not exist previously. 5) Experience with Federal Government - a. Do you have any existing or previous contracts with FDA/HHS/Federal Government that cover the functional areas discussed above? When describing the contract include the client, contract value, contract duration, services provided, and partners or subcontracting used, and any follow on work. Also include the Government Point of Contact along with contact information b. Have you ever been found in default of a federal government contract? If so, please provide an explanation. c. Describe experience working with a large government IT workforce. Give information related to number of people, the technical management fields represented, and length of time working with the government IT workforce; d. Describe experience managing ID/IQ task order IT work as prescribed by the government. Indicate your experience integrating with government in surges or reductions in requirements. 6) Partnership Experience - For federal contracts over $10 million, how many of these did you enter into a teaming/partnership with other entities? How many involved subcontracting where your organization was the prime? Please provide details on the three examples that are most similar to the OITSS functional services . 7) Satisfaction and Reputation a. a.. How many contracts over $10 million and similar in nature to the work under review at OITSS does your firm have? Please provide the following information on your five largest contracts similar in nature to OITSS: i. Client, value of contract, ii. services covered, iii. duration of contract, and iv. partnerships or subcontracting involved; b. Overall what percentage of your federal contracts are repeat/follow on business? c. What is your annual employee turnover ratio? d. What industry-wide awards or other public achievements has your company earned? Briefly describe the events/contracts/performance leading up to the award/achievement. 8) Financial Information - a. Demonstrate your financial capability to perform and execute task orders; b. What are your global revenues for the past three years? (US$), c. What is your average profit margin on service contracts?
