Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is PR767 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334119 with a small business size standard of 1,000 employees. This requirement is unrestricted and only qualified offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Monday, December 4, 2006 at 16:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be SPRINGFIELD, VA 22153 The Department of State requires the following items, EXACT MATCH ONLY, to the following: LI 001, 3 COM Part Number 3CR990B-FXLP-97 ? 3 COM 10/100 Secure Fiber FX NIC, Network Adapter, PCI Low Profile, Fast EN, 100Base FX ? 1300nm., 230, EA; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. NO SUBSTITUTIONS ARE ALLOWED. Sellers shall provide the item requested in the line item description (exact make, model, part number and description). Offerors that are not able to deliver the line item as requested, shall NOT SUBMIT BIDS. DELIVERY MUST BE MADE 5 Working Days after receipt of a funded delivery order. The F.o.b. is destination at the location set forth below: U.S. Department of State Program Management Analysis Staff (IRM/OPS/PMA) 8020 Grainger Court Springfield, Virginia 22153 Shipping hours are 7:00 a.m. to 3:00 p.m. Monday through Wednesday. Prior to delivery, the delivery driver shall contact Mr. Dan Gardner (703) 929-9674 or Devon Martin (571-438-4173 for a Dock Appointment. Shipments without Dock Appointments will be REFUSED at the door. The Delivery Order number shall be written on the exterior of each box, and a packing slip shall be included with every shipment. All boxes and containers shall be clearly marked with the Requisition/Reference Number found in Block 4 on Page 1 of the OF347 Delivery Order. Shipping documents shall clearly list each item and quantity in the container or box. If single items have been assembled into a major component, shipping documents shall account for the individual items shipped within the major component. Award will be made to the low price offeror who will provide the 3 COM 10/100 Secure Fiber VX NICs. The Department?s mandated security for small form factor clients connecting to the unclassified fiber network requires the use of fiber network interface cards instead of the more common copper network interface cards. The network interface card must be compatible with the Department-owned licenses of Symantec Ghost Corporate Edition client management software suite. The Department has identified the 3COM item as a key client network connectivity component for connecting small form factor clients to the Department?s unclassified fiber network. The fiber network interface card is critical for complying with mandated Department-security guidelines governing unclassified fiber networks as well as being compatible with the Department?s existing Symantec Ghost Corporate Edition client management software. The products identified by brand name herein have been determined to be the only items that meet the Department?s requirement as a key component of the Department?s networking system.
