Description
Description: NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). This is not a solicitation. The Cryptologic Systems Group (CPSG) intends to award on a sole source basis a Firm-Fixed Price (FFP) contract for the Teardown Analysis and Repair of four (4) Circuit Assemblies to United States Technologies, Inc., CAGE: 1D8S5, 1701 Pollitt Drive, Fair Lawn, NJ 07410-2814. The Original Equipment Manufacturer (OEM) is Loughborough Sound Images and Westinghouse Electric Corp. The equipment items to be repaired are as follows: 0001AA - Circuit Assembly; P/N: 8060-1042-01; S/N: LS2396-00524; (1 EA) 0001AB - Circuit Assembly; P/N: 8060-1042-01; S/N: LS0999-00045; (1 EA) 0001AC - Circuit Assembly; P/N: 8060-1042-01; S/N: LS3496-000750; (1 EA) 0001AD - Circuit Assembly; P/N: 8060-1040-08; S/N: 0672018; (1 EA) Required Delivery of Repaired Asset: No later than 27 December 2006. These Circuit Card Assemblies are used in support of the TCI 8060 Long root receiver system. The Air Force does not own or have complete technical data. The lack of complete specifications, schematics/drawings and parts lists prohibits the use of full and open competition procedures. United States Technologies, Inc. is the only known repair source with the technical expertise, data, tools, test fixtures, and acceptance test procedures required to repair these items. The proposed contract action is for repairs for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1 and only one (1) responsible source. The Government intends to make award by December 15, 2006. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the POC mentioned above within seven (7) days of this publication, in lieu of the 45-day requirement as stated in Note 22. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a), or women owned business and whether they are U.S. or foreign-owned. Note 22 apply.
