- Air transportation services for transport of up to four caskets and four escorts per day from Dover AFB, DE to various locations within the Continental United States, Canada, Mexico, Puerto Rico, US Virgin Islands, and other North American countries, at both military and commercial airfields. This requirement is restricted to DOD-approved air carriers only, due to the urgency of this requirement. These services are scheduled to begin 1 January 2007 and continue through 31 January 2007, with up to six months extension under Federal Acquisition Regulation (FAR) 52.217-8, Option to Extend Services. The contractors base of operations will be at Dover AFB, and all missions will originate and terminate there. A quantity of 110 movements is estimated per month, and two deliveries per mission are possible. The average distance of each trip is 1500 Great Circle Statute Miles (GCSM) (one way). At the start of contract performance, each aircraft shall have a minimum capability of transporting one casket and one escort. No later than 30 days from start of performance, all aircraft shall be capable of carrying a minimum payload of 1,540 lbs which includes two caskets with human remains (1000 lbs, 500 lbs per casket), two passengers (400 lbs, 200 lbs per passenger), and baggage (140 lbs, 70 lbs per escort) for 2,500 GCSM with no more than two en route fuel stops. The aircraft shall be capable of accepting two caskets in air trays that measure a maximum of 38 inches X 92 inches X 23 inches. The aircraft shall have onboard Material Handling Equipment (MHE) for on/off-loading of caskets, which must receive prior approval prior to start of purchase order. The solicitation response date will be on or about 7 December 2006. The solicitation will only be available from the following website: www.fbo.gov. Offer will not be considered unless the offeror is an air taxi operator within the meaning of the Federal Aviation Act of 1958 (19 USC 1301) as amended. To be awarded a contract under this solicitation, prospective offerors must satisfy all DOD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR, Part 861.3, and the DOD Additional Standards for Contract passenger Operations under FAR Part 135.
