Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. LINE ITEM 0001 - 1. SCOPE OF WORK: The work is located at Pea se ANGB facilities. Pease facilities have approximately 95 overhead type doors which have gone through an inspection in August 2006. Of the 95 doors, 64 have deficiencies. This contract is to eliminate the deficiencies specified in item #3 bringing all 64 doors back into serviceable condition. DESCRIPTION OF SERVICES: Contractor is to provide all plant, labor, materials, and transportation necessary to fulfill the Scope of Work in item #1 along with item #3 Deficiencies by location. Work will include but not limited to: 2.1 Door springs, shaft, hubs, and associated hardware. 2.2 Door sections, hinges, rollers, cables, and associated hardware. 2.3 Operators, bearings, pulleys, chains, and associated hardware. 2.4 Tracks rails, supports, and associated hardware. 2.5 Door jamb seals and brushes. 2.6 Safety devices. DEFICIENCIES BY LOCATION. LINE ITEM 0002 - 4.Scope of Work: A maintenance program is necessary to maintain the doors in good working order to prevent mission delays and to protect personal from severe accidents or even death from doors not maintained. The average age of the overhe ad doors is 21 years, however many doors are as old as 51 years. The description of work is an industry standard with the intent to keep overhead doors dependable and safe. In addition, Civil Engineering is including emergency services in the statement of work. Emergency Services will facilitate a quick response to any conditions where the mission and safety of personnel are at risk. LOCATIONS AND INVENTORY OF DOORS. Perform the following checks, and maintenance to Overhead Panel and Roll-up Doors. Results of each door shall be recorded on Government supplied Maintenance Inspection Reports or a contractors equivalent form. The work description is f urther explained in this section. Prepare a cost estimate based on the Inspection Report findings to repair, replace, align, and all which appertains to the doors to bring back into safe serviceable conditions. Not all repairs can be made upon discovery be cause of parts and time constraints, however make repairs and adjustments immediately if possible. When a door is found in an unsafe condition follow directions in Item 3.1.1 below. All work to include the following but not limited to: 5.1 Overhead Doors  Perform the following Checks and Maintenance. 5.1.1 Immediately let the State Technician assigned to this job know of an unsafe door. The State Technician will contact Civil Engineering Operations and make provisions to Lockout/Tagout the door. Estimate cost and labor to make repairs and coor dinate with the Government Representative. 5.1.2 Keep rails, guides, springs, and rollers secure and free from dust, dirt, corrosion, and obstruction. 5.1.3 Lubricate according to manufacturers recommendations on upper rails and rollers. Lower rails should not require lubrication. 5.1.4 Check alignment of rollers and rails. Centering of wheels between door/track is between 1 ? and 2 ?. Realign when necessary. 5.1.5 Check and replace worn wheel bearings. 5.1.6 Check guides for security and alignment. Guides should be aligned straight up and down with smooth transition to the next guide attached: Guides should all be fastened to wall and rails securely by bolts or welds. Correct guide alignment and refasten system to walls if the previous conditions exist. 5.1.7 Check steel counter balance lift cables making sure they are securely attached to bottom of door. Refasten lift cables if not attached securely to door bottom. 5.1.8 Check for wear and damage to steel counter balance lift cables by indications of fraying of the wire strands or breakage. Replace worn cables. 5.1.9 Inspect and lubricate operator motor according to manufacturers recommendations. 5.1.10 Check alignment of door operator with door drive gears and chain. Realign operator with door gears if they do not line up. 5.1.11 Check solenoid brake for proper operation. Adjust or replace solenoid if not operating correctly. 5.1.12 Check friction clutch for proper operation. Adjust or replace clutch if not operating correctly. 5.1.13 Check hinges for breakage, pivot wear, and tightness against the door panels. Replace hinges if worn and secure any loose hinges to doors. 5.1.14 Check drive sprocket, control unit set-screws and tighten any loose set-screws. 5.1.15 Check opener cams for loose set screws and tighten any loose set-screws. 5.1.16 Check cable drums and tighten any loose set-screws and cotter keys. 5.1.17 Check cables running in drum threads and realign if necessary. 5.1.18 Check counter balance springs for wear and oil springs with Garage Door Lubricant, #GD-12208 or equal. Replace worn springs. 5.1.19 Check manual chain hoist including throw-out arm. Adjust or repair if not working correctly. 5.1.20 Check emergency stop mechanisms for proper operation, wear, and damage. Includes electronic and air operated systems. Repair inoperative mechanisms. 5.1.21 Check electric door operator button/switches for proper operation. Most operator switches have Open, Stop, and Close modes. Replace switches which do not operate correctly. 5.1.22 Check for bent or warped panels. Replace defective panels. 5.2 Roll-up Doors Next Page 5.2 Roll-up Doors  Perform the following checks, and maintenance. 6.2.1 Keep guides secure and free from dust, dirt, corrosion, and obstruction. 5.2.2 Lubricate according to manufacturers recommendations on rails. 5.2.3 Check rails for security and alignment. Realign and fasten rails to wall if necessary. 5.2.4 Inspect and lubricate motors as recommended by manufacturer. 5.2.5 Lubricate inner counter balance spring. 5.2.6 Check alignment of motor with drive gears or chain and smoothness of operation. Lubricate as needed. Realign motor with gears or chain if out of alignment. 5.2.7 Check door for warping or displacement of slidin g panels. Replace defective panels. 5.2.8 Check door edges for fraying and also scrapping where they contact the guides. Correct conditions causing the scrapping. 5.2.9 Check door safety strips for visual damage and check for proper operation. Check emergency stop mechanisms for proper operation, wear, and damage. Includes electronic and air operated systems. Repair safety strips if worn or not working. 5.2.10 Check manual chain hoist for proper operation. Repair hoist if not operating properly. 5.2.11 Check electric door operator buttons/switches for proper operation. Most operator switches have Open, Stop, and Close modes. Replace defective switches. 5.3 Emergency Service. The Contractor shall provide to the Federal Government, on-call, and emergency service to all overhead type doors of all facilities listed in item # 2. Service is base on a twenty-four hour per day, seven days per week basis. Eme rgency service is defined, for the purposes of this agreement, and service provided but not limited to when: 5.3.1 Security of facilities is at risk. All doors to facilities must be locked at the end of each workday or when increased security measures are in place. 5.3.2 Fire Department doors fail to operate. 5.3.3 Hangar Nose door fails so aircraft cannot be moved. 5.3.4 Any failure preventing work from being accomplished. 5.3.5 Conserve on energy (heat) when door will not close. 5.3.6 Prevent damage to facilities from freezing when door will not close. 5.3.7 When door poses a danger to personnel. 5.3.8 Mission 5.3.9 When Civil Engineering Operations deems necessary. GOVERNMENT SUPPLIED. The Government will supply the following to the maintenance contract. 6.1 Two man lift. 6.2 Maintenance Mechanic to assist in the coordination and operation of lift. 6.3 Inspection and Maintenance records. COMPLETION OF WORK. Once work is completed as stated in number 3 the following will be provided to the government: 7.1 Inspection reports shall be turned over to the Government. 7.1.1 Reports shall contain data of original findings on each door and actions taken to correct all deficiencies. 7.2 Doors shall be in safe serviceable condition when completed. GOVERNMENT SUPPLIED RESOURCES. The Government will supply the following to the maintenance contract. 8.1 Two man lift. 8.2 Maintenance Mechanic to assist in coordinating work, escorting, and operation of lift. SPECIAL PROVISIONS. 8.1 The prices chargeable by the Contractor against the Government for on-call emergency services shall be for all expenses and labor. Contractor shall establish an estimated cost of repair (parts and labor) prior to repairs to the contracting officer or the contracting representative if given the authority. There shall be no additional cost chargeable against the Government by the contractor for the provision of emergency services. 8.2 The Contractor covenants to comply with all applicable State and Federal laws, rules, and regulations including, but not limited to those pertaining to non-discrimination, lobbying, drug free work place and the use of United States flagship. 8.3 Between the effective date and date five (5) years after the completion date, at any time during the Contractors normal business hours and as often as the Federal Government shall demand, the Contractor shall make available to the government or du ly authorized agents of the Department of the Army and Air Force (National Guard Bureau) or the comptroller General of the /United States, all records pertaining to this agreement, to audit, examine and reproduce such records, and to make audits of all con tracts, invoices, materials, payrolls, records of personnel, data (at that term is herein defined), and other information relati ng to all matters covered in this agreement. 9. The Contractor shall perform the following each workday. 9.1 Contractor must clean-up as they go along removing all debris and haul away off base. 9.2 Upon completion of work each day, remove construction materials, tools, debris, and then restore the area disturbed by the work to original condition when started under this contract. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK 10.1 The contractor shall be required to commence work under this contract within 30 calendar days after the date the contractor receives award,prosecute the work diligently and complete the entire work ready for use not later than 60 calendar days after the required commencement of work. 10.2 The Government will coordinate work with facility occupants and contractors. Doorways must be left secured by the end of each workday. 10.3 Parts of the facility will be used for storage of material and occasional personnel proceeding during the performance of work under this contract. For this reason, confine construction activities to the area designated by the contracting officer and p revent infiltration of dust and debris to other areas. GOVERNMENT PERFORMED WORK 11.1 The Contracting Officer will establish the boundary of Contractors work area including stating area, and the Government will limit its activities inside the work area to a minimum during the time the Contractor is at work. PERFORMANC PERIOD 12.1 Construction workdays can be the same as the Pease Workday which is 7:30 AM to 4:30 PM Monday through Friday excluding Federal Holidays.
