Description

The Bureau of Reclamation, Lower Colorado Region, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Wiggins Lift Co. Inc., 2571, Cortez St., Oxnard, CA 93036-1642. The purchase order will be for the repair and refurbishment of a Wiggins Model WG 186YPT2 Forklift, Serial Number WLC 79 1040 in accordance with the Statement of Work (See below). This procurement will be awarded using Simplified Acquisition Procedures. The anticipated award date is December 14, 2006. The North American Industry Classification System (NAICS) code is 333924 and the size standard is 750 employees. Basis for Sole Source Justification: Wiggins Lift Co. Inc., holds all the patents, designs and drawings for this particular Forklift. They are the Original Equipment Manufacturer (OEM). They have all the parts necessary to complete the repair and refurbish with the correct parts. Statement of Work for Repair and Refurbishment of a Wiggins Model WG 186YPT2 Forklift. Serial Number WLC 79 1040 1. GENERAL REQUIREMENTS 1.1 The Requirement The Lower Colorado Dams Facilities Office requires the services of a Contractor to accomplish the repair and refurbishment of a Wiggins Model WG 186YPT2 Forklift, Serial Number WLC 79 1040. 1.2 Description of the Work The Contractor shall furnish all materials, tools, equipment, and personnel to accomplish the work of repair and Refurbishment of a Wiggins Model WG 186YPT2 Forklift, Serial Number WLC 79 1040. a. All materials shall be new and supplied by the manufacturer. b. All shipping costs should be included in the price bid. Hoover Dam Central Warehouse US Highway 93 Boulder City, Nevada 89005 c. Work to include: 1. New Engine and Powertrain (Perkins 1104C Engine) 2. New ITL 720 4 Speed Power-shift Transmission 3. New Radiator, sized for the engine with capacity to properly cool the engine in 115 degree weather. 4. Rebuild Mast as required with new parts. 5. Rebuild Lift Cylinder 6. Rebuild Tilt Cylinders (two each) 7. Rebuild Hook Cylinders as required (two each) 8. Rebuild Steering Cylinder. 9. Complete new hose kit. 10. All New Electrical Gauges and Wiring Harness. 11. Complete Rebuild of Brake Systems, replacing all soft parts, wheel cylinders, brake line hoses, brake linings, and turning drums. Inspect all other brake parts and replace as needed. (Power Boosters, Locks, etc) 12. Rebuild Drive Axel and Gears Replacing Bearings as needed. 13. Inspect and replace as needed complete hydraulic systems controls. 13. Repaint and Decal. 14. All manuals pertaining to the forklift. 15. Provide a list of authorized repair facilities in our area with phone numbers. d. At the completion of work, manufacturer must furnish an itemized report detailing the repairs that were completed and parts used to refurbish the forklift. e. Supply new parts and maintenance manuals for the forklift, including engine, Transmission and other manuals as needed. 1.3 Schedule All work shall be completed no later than 45 calendar days from the date of award. 1.4. Submittal Requirements a. General - The Contractor shall furnish all submittals to the Government point of contact listed below, in accordance with this paragraph, Table 1 (List of Submittals), and the requirements in the provisions, clauses, and paragraphs of this solicitation. The word "submittals" shall be interpreted to include written parts manuals, operations and maintenance manuals. b. Submittals - The Contractor's cover on each submittal letter shall include reference to the job name and the Bureau of Reclamation purchase order number. c. Address - The Contractor shall provide the submittals to the address or FAX or E-mail listed below as required by Table 1 (List of Submittals): Bureau of Reclamation Planning and Engineering Office Attn: LCD-2220 P.O. Cost - All costs of furnishing submittals shall be at the Contractor's expense and shall be included in the price bid schedule for other items of work. When the Government completes this inspection, final payment for the work will be authorized
