Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FEDERAL ACQUISITION REGULATION (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is 07SP101649 and is issued as a Request for Proposals (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14. This acquisition is NOT SET-ASIDE. The applicable North American Industry Classification System (NAICS) Code is 333415 and the size standard is 750 employees. The Bureau of Reclamation (BOR) has a requirement for the design, manufacture, inspection, delivery, and documentation of 144 surface air coolers and 4 spare coolers which the Government will install in the G1 to G18 generator air housings located in the Left and Right Powerhouses, Grand Coulee, WA. Each generator requires eight air coolers. The Contractor shall provide labor and material to design, engineer, fabricate, inspect, and deliver to the jobsite 148, six-row, two-pass, finned-tube, water-cooled, surface air coolers in accordance with the specifications and applicable documents referenced in the solicitation. Each air cooler shall be a "drop-in" replacement designed to match the existing opening, overall outside dimensions, and the vent and water piping connections of the existing air cooler. The Contractor shall provide all new materials, components, and purchased items which - when fabricated, assembled and installed - shall satisfy the Government's requirements as described in the specification. As a minimum, the air cooler shall match the outer dimensions and cooling capacity of the current Westinghouse air cooler assemblies. Proposals (including the offeror's electronically completed annual representations and certifications via the ORCA website at http://orca.bpn.gov) are due January 4, 2007, 4:30 PM, MST at the address above. These services and products will be purchased in accordance with FAR Part 13, Subpart 13.5-"Test Program for Certain Commercial Items". Simplified Acquisition Procedures apply.
