- 1. The U.S. Department of the Interior, National Business Center/GovWorks, on behalf of Naval Special Warfare Group, Naval Facilities Expeditionary Logistics Center, Naval Costal Warfare Group One - Riverine, intends to negotiate with only one source under the authority of FAR 19.1306 HUBZone Sole Source to acquire Quick release Body Armor with plates and accessories . System shall include (at a minimum) MIL-C-43734E compliant outer-carrier, MIL-B-44053 compliant soft ballistic packs, NSN ESAPI or (or ISAPI) compliant front / back rifle plates, and ESB (ESAPI ballistic compliant) side inserts, with component/removable floatation packs shall be included. Shall include provisions for a Quick Release Mechanism and/ or a Plate release/ejection system. Must be able to integrate with other external floatation devices, such as the Mustang Survival model MD3196vSO. Component floatation system(s) shall make the body armor systems neutrally buoyant in fresh water (with all hard armor inserts in place) (front, back, side) and a positively buoyant when hard armor inserts are released. In addition, component floatation system(s) must be scalable to accommodate a combat load affixed directly to the system. The Government believes that the only responsible source capable of satisfying the agency requirement is KDH Defense Systems Inc, Johnstown PA 15906. A justification for other than full and open competition has been prepared in support of this acquisition. No Request for Quotation (RFQ) will be issued and no response will be made to letters or telephone requests for a copy of the solicitation. This is not a request for competitive quotes, but serves as a procurement notice to fulfill public posting requirements in accordance with FAR 5.101(a)(1). This requirement is restricted to HubZone and the NAICS code 315299 and PSC code 8470 apply. Responsible firms believing they can provide the required items are encouraged to identify themselves and give written notification to the Contracting Officer referencing action item #AN66787. However, they must provide supporting evidence they can furnish the requested items with cost data that will not exceed the total estimated transaction cost. All responses will be fully considered. If no affirmative responses are received by 4:30p.m. EST December 11, 2006 to the effect that a comparable source exists, an order will be placed with KDH Defense Systems, Inc, for the requirements stated here.
