This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at www.fedbizopps.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command (NAVSEA) intends to issue a Firm Fixed Price (FFP) contract modification to Lockheed Martin, Maritime Systems & Sensors (MS2), 199 Borton Landing Road, Moorestown, NJ, for system engineering, computer program development or modification, equipment procurement and modifications and training and program management required to adapt Japanese KONGO-Class Aegis Destroyers, to Aegis Ballistic Missile Defense (BMD) Block 2004 capability for the Japan Maritime Self-Defense Forces (JMSDF) under Foreign Military Sales. Lockheed Martin MS2 will provide the Aegis Weapon System (AWS) portion of the Aegis BMD Block 2004 system. Lockheed Martin MS2 is the Combat System Engineering Development Agent (CSEA) for both the AWS and the Aegis BMD Program. As such, Lockheed Martin MS2 is the only known source that currently possesses the in-depth technical knowledge of the system required to satisfactorily perform the work contemplated herein. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy?s requirements. The period of performance will be from effective date of contract through 31 June 2010. This contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), Only one responsible source.
