- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov, http://www.fedbizopps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Crane Division. Offerors are encouraged to access information also available on the NSWC Crane Division Web site at http://www.crane.navy.mil/acquisition/homepage.htm. The Naval Surface Warfare Center has a requirement to increase the maximum quantities on contracts N00164-02-D-8902 and N00164-02-D-8911 from a combined total of 800 units to 945 units. The above contracts for the production of Crossed Field Amplifiers (CFA) in accordance with NAVSEA Drawing 53711-6155764 and WS-33154 and the NAVSURFWARCEN Statement of Work were synopsized on 14 Nov 2001 for a contract minimum of 127 units and a contract maximum of 800 units. Only sources qualified in accordance with FAR 9.206-1(a)(2) were solicited: Litton Systems Incorporated, Electronic Devices Division, 1035 Westminster Drive, Williamsport, PA 17701 and Communications & Power Industries (CPI), 150 Sohier Road, Beverly, MA 01915. Contracts N00164-02-D-8902 and N00164-02-D-8911 were awarded to the two offerors based on a 60/40% split. The Government has a requirement for an additional quantity that exceeds the combined total of 800 units solicited and intends to increase the combined total quantity from 800 to 945. The contract maximum dollar amounts will be adjusted accordingly. All other terms and conditions of the existing contracts will remain unchanged. The modification to the existing contracts will utilize other than full and open competition under the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1(a)(2), supplies or services available from only on responsible source or a limited number of responsible sources and no other type of supply will satisfy agency requirements. Delivery will be FOB Destination, NSWC Crane Division, Crane, Indiana 47522, in accordance with the existing terms and conditions of the existing contracts. Inspection and acceptance will be in accordance with the terms of the existing contracts. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A solicitation will not be issued. Submitting a proposal from the NECO web site by clicking on the ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format.
