Description
NAICS Code: 812930 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quotation (RFQ). The U.S. Environmental Protection Agency?s (EPA) Office of Criminal Investigations Division (CID) has a need for seven (7) parking spaces for their 1811 agents in Philadelphia, PA. Due to the nature of the agents? work, the parking facility must 1) have covered parking; 2) be secured; 3) allow twenty-four (24) hours per day access to the facility; and 4) must be located within a two (2) block radius of the CID?s office at 1650 Arch Street; Philadelphia, PA 19103-2029. These requirements facilitate the EPA agents? ability to investigate environmental crimes, gather evidence, and meet with other law enforcement agencies quickly and efficiently. This policy is consistent with 41 C.F.R. 102-34-245, which provides for the establishment of parking for official needs and guidelines for agency implementation of parking. The EPA intends to award a fixed-price purchase order, with four one-year option periods, to obtain seven (7) parking spaces, meeting the requirements listed above, for Government law enforcement vehicles in the support of the CID in Philadelphia, PA. The base period of performance is January 1, 2007 through December 31, 2007. All responsible sources may submit a quote, which shall be considered by the EPA. Contractors must be able to meet the requirements listed above. Contractors shall be evaluated in accordance with the criteria contained within this solicitation as follows: price and technical capability of the item to meet the agency?s need. The Government will award a purchase order to the lowest priced, technically acceptable contractor. The contractor shall submit a firm fixed price quote for the above requirement. The base year and each of the four one-year option periods shall be priced separately. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options. Awards may be made without further discussion. The North American Industry Classification System (NAICS) Code for this procurement is 812930. Responses to this posting must be in writing and submitted to Melissa Kaps by email, kaps.melissa@epa.gov, or fax, (202) 565-2554, by no later than 4:00 p.m. E.S.T. on Friday, December 15, 2006. The anticipated award date is Wednesday, December 20, 2006.
