Description
The Naval Air Systems Command at Patuxent River, MD intends to negotiate and award a firm fixed-priced order to procure technical and engineering support services for the CH-46E series helicopter, under an existing Basic Ordering Agreement (BOA), N00019-05-G-0012. The proposed order will be awarded on a sole source basis to The Boeing Company, Boeing Aerospace Operations (BAO), Oklahoma City, OK for a period of performance from 1 December 2006 through 30 November 2007. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c) (1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The technical and engineering support specialists require an in-depth knowledge of all CH-46 aircraft systems, aircraft operating environments, Naval Aviation Maintenance and Operations processes and procedures, and Fleet Logistics support requirements. The primary emphasis on task requirements will be associated with Avionics and related systems. Additionally, the technical support specialists will provide technical assistance to the Fleet Support Team (FST) in the following areas: Fleet discrepancy reporting and resolution; Engineering Change Proposals and configuration modifications to systems, subsystems, airframes and component changes; prototype installations, validations and production efforts with FST personnel and on-site Fleet personnel; technical plans and reports; maintenance installation; repair instructions and modification procedures to include Technical Manual source data; illustrations, wiring diagrams, parts lists and tables for both new and existing technical manuals; and technical and engineering support to Navy FST personnel to clarify and relate Boeing design requirements associated with components and systems as documented on Boeing Engineering Drawings. The Boeing Company is the sole designer, developer, and original equipment manufacturer (OEM) of the H-46 series helicopter and retains exclusive proprietary rights to all technical data. The Boeing Company is the only firm that possesses the knowledge, experience, technical expertise and technical data required to perform these efforts.
