- The purpose of this revision is to provide answers to questions received thus far on the public announcement for the A-76 Study of its OITSS function. * When will the target dates/milestones of this Competition Schedule be published? The schedule should be released with a Request for Information (RFI) to be published in November. * Based on the dates mentioned in the Special Notice and FDA web site, should we assume that the FDA will/has already requested from OMB to grant a6-month extension on this competition (the length of this A76 competition will be 18 months) Yes, the FDA was granted a 6 month extension on this competition. * Has the FDA MEO Team and PWS Team been established yet? Yes * Does the FDA MEO desire to team with industry, and if so, per the A76 Circular, will the FDA MEO only be able to team with those companies that already have in-scope, incumbent support contracts in place with the FDA? The Government's Agency Tender Team will determine its strategy in terms of potential partnering. If the Agency Tender Team deems it necessary, a Sources Sought synopsis will be published in FedBizOpps seeking input from interested firms. The purpose of FedBizOpps announcement dated 9/15/06 was to provide public notice of the Standard Competition, not to solicit potential partners. If the Agency Tender Team elects to consider new partners, it will be bound by the provisions of OMB Circular A-76, Attachment B, paragraph C.4.a.(1)(a), which states: "Agencies shall not include new MEO subcontracts that would result in the direct conversion of work performed by government employees." * Are the FDA employees that are currently performing this work part of a Union/Union employees? One Union or multiple Unions? Yes, the unions are FDA/NTEU and AFGE. * How many people/contractors make up the multiple, in-scope, support contracts mentioned? This is being further developed and will be a part of the draft Performance Work Statement released with the RFI. * Has a Preliminary Planning Report or any independent studies been completed for the in-scope OITSS services that make up this A76? Are these documents available to review? A Functional Assessment is in process. The final report has not been completed. We intend to issue a draft Performance Work Statement which will address the scope of work anticipated for this A-76 study. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (02-OCT-2006).
