Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the University of Colorado for Quantum Computation with 2-D Surface Electrode Ion Traps. This research includes the design, testing, and construction of ion trap structures, such as "surface-electrode" ion traps for the purpose of scaling quantum information algorithms to process 10 or more ions. Fabrication techniques to be explored include metal coated quartz and/or sapphire substrates and metal coated oxide/doped silicon substrates. General techniques include the use of MEMS type fabrication techniques, high vacuum apparatus, and CW U.V. laser beams sources for testing the trapping properties of various fabricated structures. It is essential this research take place in a close proximity so that NIST and the researchers can work closely together. Based on our market research, the University of Colorado is the only source that has staff with the required knowledge, experience and skills to perform the necessary research. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Notwithstanding responses received, it is at the discretion of the Government to add additional sources and or consider other quotes received after close of due date if it is in the bet interest of the Government.
