- The 308th Armament Systems Group plans to award a contract to Guard ?Lee, Inc, 1723 Benbow Court, Apopka FL 32703 on a Sole Source basis to purchase eighteen (18) Joint Air-to-Surface Standoff Missile (JASSM) Dummy Air Training Missiles (DATMs) as follows: a. Manufacture and deliver eighteen (18) Dummy Air Training Missiles (DATMs). b. Delivery of all assets no later than 250 days after contract award. c. Two delivery destinations (incremental shipments not preferred). ? Fifteen (15) DATMs shall be shipped to Letterkenny Munitions Center. ? Three (3) DATMs shall be shipped to Seymour-Johnson Air Force Base FOB: DESTINATION. Inspection and Acceptance: DESTINATION. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Guard-Lee, Inc., Apopka FL is the only known source to meet the government?s requirement because of the substantial cost and duplication of effort that will not be recovered through competition. Guard-Lee, Inc. has been determined to be the sole manufacturer of the DATMs. This notice of intent is not a request for competitive proposals. However, other interested entities may identify their interest and capability to respond to the requirement within 15 days of the posting of this notice in order to be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above.
