- This announcement constitutes a Sources Sought Synopsis for the Air Force Medical Service (AFMS) Medical Planning and Programing Directorate (SGM). The following information is provided to assist the Air Force in conducting Market Research of Industry to identify potential contractors for this effort. The AFDW A7KM is contemplating multiple task orders from a single award for these services. The contract period shall consist of a base period from date of award through 12 months, and four one-year option periods for renewal at the discretion of the Government. The primary place of performance is AFMS SGM Bldg 110 Luke Ave, Room 400, Bolling AFB, Washington DC 20032. Additional locations may include other will be performed both on-site at the Government SGM locations and off-site at contractor facilities. All contractor personnel assigned to this effort will be required to have a Secret Security Clearance at the start of period of performance. Contractor personnel assigned to this task must maintain the required clearance level for the duration of this effort. Specific security requirements will be identified in the DD Form 254, Department of Defense Contract Security Classification Specification. The contractor will be responsible for providing all personnel, equipment, tools, materials and supervision to provide Non-Personal advisory and assistance services (A&AS) to the Air Force Medical Service (AFMS) Medical Planning and Programming Directorate (SGM) to support its staff, customer base, and several projects relating to policy development and resource analysis. The SGM customer base is defined as other Headquarters Air Force (HAF) organizations, Assistant Secretary of Defense (ASD) for Health Affairs (HA) (ASD(HA)) and other activities for which SGM has support or oversight responsibilities such as selected Headquarters Air Force 2-letter organizations, Direct Reporting Units (DRUs) and Field Operating Agencies (FOAs) relative to their involvement in SGM activities. The contractor must also have applicable expertise in government acquisition and program management disciplines. This expertise is essential to ensure that cost, schedule, performance, and risk associated with the procurement are effectively applied in support of the AFMS/SGM mission. The Government is looking for a contractor able to meet objectives in the following areas: Engineering, Operational, and Support Functions. Policy Development/Project Management Support: The Contractor shall provide policy development support to SGM. Provide functional expertise in SGM policies and procedures. Provide counsel and advice to SGM on developing process efficiencies, policies, and procedures, as well as programmatic issues. Record and prepare project schedules, minutes of meetings with SGM, periodic reports, coordinate and schedule policy and administrative actions with other Air Force and DoD staff sections, and prepare briefings on issues pertinent to SGM. Assist in development and implementation of higher-level or Air Force guidance and policy by drafting and coordinating memos and formal operating instructions. Resource Analysis Support: The Contractor shall provide functional expertise in resource policies and procedures to SGM. Provide counsel and advice to SGM on ASD(HA)/TRICARE Management Activity (TMA)and AF-wide financial activities. Assist SGM in program analysis. In conducting this task, the contractor shall prform a wide range of technical research and analysis activities in support of the AFMS program. Assist in development and assessment of effective policies and procedures to maximize value and mitigate risk. Support a range of activities, including ad hoc analyses and reports, preparing for and administering workshops and seminars, and developing briefings.Conduct analyses in close coordination with action officers, contractor partners or senior leaders involved in and supported by SGM. Conduct analysis to cover the entire range of SGM resource allocation and resource oversight. Access broad, functional expertise across key Headquarters Air Force functions such as financial management, logistics, personnel, acquisition, requirements, and programming. Maintain expertise and currency in cost analysis methodologies, Air Force resource advisor activities, Air Force requirements and acquisition processes. Provide information in traditional Air Force formats such as point papers, background papers and staff summary sheets as well as all required documentation associated with the cost and investment analysis. Moreover, the contractor shall be required to assist in preparing hard copy and electronic materials for actual presentations at conferences, workshops and seminars. Additional Support Requirements: Throughout the life of this contract-ordering period, additional support requirements not specifically described in this statement of work may become known. The contractor should be prepared to support these requirements on separate task orders, with the understanding that the support requirements will be in support of current or future SGM customers and will be similar or the same in nature relative to the types of disciplines covered by this contract. This will include the following administrative tasks: Provide executive and general clerical, administrative, technical, and documentation support to the management staff of the Directorate of Medical Plans and Programs. The specific duties may include but not be limited to: reception, administrative support, scheduling, coordination of travel requirements, coordination and control of external requests and requirements, technical assistance in the preparation, coordination, and correction of correspondence, letters, memoranda, policies, instructions, official forums and other military specific documents. The normal duty hours for the support functions are 7:00am until 4:30pm, Monday through Friday, unless otherwise specified. (not to include government holidays). Circumstances may require the contractor to provide services outside normal duty hours. The Government does not intend to make an award on the basis of this Sources Sought Synopsis or otherwise pay for the information solicited herein. Copies of the submitted information will be forwarded to the AFMS/ SGM for review. This acquisition will NOT be set-aside utilizing any of the Small Business Administration (SBA) Programs. Instead, these services will be acquired on an unrestrictive basis. A Request for Proposal (RFP) may be issued on or about 21 Dec 2006. The anticipated date for receipt of proposals will be on or about 19 Jan 2007. The anticipated contract award date is on or about 1 Mar 2007. A DRAFT performance-based work statement (PWS) is included with this announcement.
