Description
This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region has a requirement for the repair or remanufacture, to original configuration, of various guides and thrust bearings, including 8 - 16 thrust bearing shoes, used in the power plant at Hoover Dam. The Bureau of Reclamation, Lower Colorado Region is seeking responsible sources having capabilities of performing the work. Principal features of the work include, but are not limited to: (1) Providing qualified, skilled labor and supervision, and incidental materials to recondition various thrust and cast steel shell turbine guide bearings for use with Hoover Dam generating units. Hoover Dam has various bearings in use ranging in weight between 2,000 - 3,700 pounds depending on the style and type of bearing. (2) Fabricate babbitt bond gauge blocks, re-babbitt, restore tolerances, and modify as specified in individual task orders and drawings, inspection, and perform ultrasonic testing of the babbitt bonding. Work also includes removing the old babbitt, cleaning the bearing shell, tinning, application of new babbitt, and machining bearing bores. (3) Provide drawings detailing the original condition of the bearings upon receipt by the Contractor, to include the overall height and other critical dimensions. Drawings shall also include finished dimensions. (4) Pick up and transport the bearing assemblies from the Hoover Dam Central Warehouse, Boulder City, NV to the Contractor's facility and returning the completed bearings FOB Destination to Hoover Dam Central Warehouse. The proposed contract will be an Indefinite Delivery-Indefinite Quantity type contract with a base and four one-year option periods. Multiple contracts may be awarded. Fixed-price task orders will be issued as required to recondition the bearings. The estimated magnitude of each task order is $25,000 to $100,000 with a total contract value of each contract awarded estimated between $100,000 - $500,000. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 333613 Mechanical Power Transmission Equipment Manufacturing, small business size standard of 500 employees. Capability statements are to be submitted not later than December 15, 2006. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: (1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. (2) Demonstrate the firm's experience by providing a list of projects completed where the work involved the recondition of large (85") hydroelectric plant bearings, or comparable sized equipment, was completed within the past five years, and in which your firm performed the remanufacture. Include in the list only bearing reconditions comparable to the sizes found at large hydroelectric power plants (or similar type plants) for which your firm was entirely responsible for providing the labor, facilities, equipment, and material. Additionally, for each project listed, provide the following: a brief description of the work performed, project title, dollar value of the job, the plant name, plant location, and the customer's contact name and phone number for the work completed. (3) Provide a detailed description of the type of facilities where the work would be performed, including size of facility, and the type and capabilities of the equipment to be used in the remanufacture of the bearings. (4) Describe the firm's quality control program and it whether the program does, or does not, include the ability to perform ultrasonic testing and x-ray testing of babbitt bonding.
