Shaw AFB is extending its market research effort on the availability and interest of potential offerors in a possible railroad operations contract under the new OMB Circular A-76 guidelines dated 29 May 2003. THERE IS CURRENTLY NO COST STUDY ANNOUNCED FOR THIS OPERATION. HOWEVER, AN A-76 COST STUDY IS BEING CONSIDERED. THIS REQUEST FOR INFORMATION (RFI) IS FOR INFORMATION GATHERING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL AND IN NO WAY OBLIGATES THE GOVERNMENT TO ANNOUNCE A COST STUDY OR AWARD A CONTRACT. ALL PARTIES INTERESTED IN THIS MARKET RESEARCH EFFORT MUST RESPOND BY E-MAIL NO LATER THAN 27 FEBRUARY 2006. DO NOT RESPOND BY TELEPHONE OR FACSIMILE; ONLY E-MAIL RESPONSES WILL BE EVALUATED AS A PART OF THIS MARKET RESEARCH EFFORT. If an announcement is made for a cost study at Shaw AFB, further research will be conducted on acquisition strategy, contract type, contract length, small business set aside etc. If you are interested in participating in this potential requirement, please send an email to Danita Nordlund, Contracting Officer at danita.nordlund@shaw.af.mil, with your company name, point of contact (name, phone, fax and e-mail). In addition to a brief description of your qualifications and capacity to provide these services, please provide the following information: (1) Is your business large or small? (2) If small, does your firm qualify as a small emerging business, a small disadvantaged business, a veteran-owned small business, a service-disabled veteran-owned small business, or a woman-owned business?
