- National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis with Dr. Susan Devesa, 8917 Copenhaver Drive, Potomac, Maryland 20854, to provide services of a high level Descriptive Epidemiologist. The supplies and services herein are commercial as described in FAR Part 2 and the supplies and services are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.501. The North American Industry Classification System Code is 541990 and the business size standard is $6.5M. The purpose of this procurement is to obtain the services of a high level descriptive Epidemiologist to provide services and recommendations on analyses of cancer incidence and mortality rate patterns in the United States and internationally. These are critical studies to assess current and emerging cancer patterns that may generate etiologic hypotheses and point to cancers warranting special study. Contractor requirements: 1) Shall be a descriptive epidemiologist with a Ph.D. with a minimum of twenty (20) years experience in, chronic disease epidemiology and have experience analyzing patterns in cancer rates by demographic, temporal, and tumor characteristics. Such analyses shall identify diseases that require analytic epidemiologic investigation and generate etiologic hypotheses, 2) expand analyses of cancer patterns to include those among Hispanics and Asian Americans and, 3) provide recommendations on the investigation of age, period, and cohort patterns for a series of cancers. Period of Performance: Twelve (12) months upon date of award with two (2), twelve (12) month options. Dr. Susan S. Devesa provides support for high quality descriptive studies of cancer and is an expert in the analysis of temporal trends in cancer incidence and mortality in the United States, according to demographic and tumor characteristics and in international descriptive studies. Dr. Devesa led the preparation of NCI?s Atlas of Cancer Mortality in the United States that documented geographic variation in cancer mortality rates and included maps for more than 40 cancers by race, gender, time period, State Economic Area, and county. Her recommendations are essential to the continued mission of this NCI study. Dr. Devesa is the only source known to the NCI that can provide this service. Her understanding of these analyses and in-depth knowledge of available databases and appropriate analytic methods are unique assets that no known contractor could provide. There is no known descriptive Epidemiologist that possesses the experience, expertise, and detailed knowledge of these studies needed to allow them to immediately undertake the tasks covered by this procurement and conduct these efforts in a timely fashion. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST December 19, 2006. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
