Description
The U.S. Environmental Protection Agency (EPA), Water Division, Region 9, San Francisco, CA is conducting a sources sought for written information only. In preparation for an upcoming procurement the EPA is seeking sources to provide technical and support services for implementation of the Clean Water Act (CWA), Marine Protection, Research and Sanctuaries Act (MPRSA) and the Safe Drinking Water Act (SDWA) core programs. The Government does not intend to award a contract on the basis of this sources sought notice or reimburse the costs incurred by potential offerors in providing the information requested herein. The services for this project are under North American Industry Classification System Code (NAICS) 541620. The EPA is conducting market research for small, small-disadvantaged, HUBZone, woman-owned, service-disabled veteran, Native American, etc. firms to provide services for the Water Division in accordance with the draft Performance Work Statement (PWS). At the present time the anticipated range for this project would be between $250,000 and $500,000 annually with several options. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested potential offerors to submit a brief qualification statement demonstrating their ability to provide the required services. Submissions shall be limited to no more than five (5) pages doubled sided or ten (10) pages single sided. Standard brochures will not be considered as a sufficient response to this notice. The qualification statement should include the following: (1) Provide examples of at least two (2) recent or current contract of similar size and scope to the services required in accordance with the draft PWS; (2) Technical description of capabilities to meet the requirement; (3) Information regarding your business, location(s), size, classification (small, small-disadvantaged, etc.), GSA contracts held, etc. Interested parties may download the entire draft PWS at www.epa.gov/oam/regions/. Businesses may submit an electronic copy of the requested information to Paul A. Casagrande, Contracting Officer, at casagrande.paul@epa.gov or mail responses to U.S. EPA, 75 Hawthorne Street, Attn: Paul A. Casagrande MTS-4-3, San Francisco, CA 94105, no later than 01/08/07, 4:00 p.m PT. The method of competition will be determined after all responses to this notice have been evaluated. At this time, there is no definitive date when the Request for Proposals (RFP), including the Performance Work Statement, evaluation factors, and quote submission instructions will be available. However all information and announcements will be posted to: http:www.epa.gov/oam/regions/. It is the responsibility of interested parties to regularly monitor the aforementioned website for updates to this procurement. Prospective sources are also reminded that award can only be made to a Contractor registered in the Central Contractor Registration database at www.ccr.gov (See FAR Subpart 4.11 at http://www.acquisition.gov/far/index.html for more information.)
