Description
The U. S. Department of Agriculture (USDA), Agricultural Research Service (ARS), U. S. National Arboretum (USNA) requires the A-E contractor to perform architectural-engineering services which specialize in landscape architecture along with engineering services related to renovation, maintenance, alteration, and/or new construction projects and Construction Management/Administration Services for the Botanical Gardens and Arboretum in Washington, DC. Specific requirements will be incorporated into individual task orders. Projects may involve master planning, facilities renovations, development of new exhibits and displays of living plant collections, improvement or installation of new trails, defining visitor services and integration into the total program, grey water recycling, water conservation, and designs that impact the grounds of the National Arboretum. This is a 100% Total Small business Set-Aside. Services under the contract will include, but are not limited to, energy-related studies, environmental site assessments and studies, building and/or site investigations/studies, feasibility and conceptual studies, geotechnical investigations, radon testing, asbestos and other hazardous materials abatement, life cycle cost analyses, engineering design criteria development, statements of work/program of requirements development, design analyses, designs, construction drawings, specifications (including specifications for design-build), detailed cost estimates and analyses, bidding phase services, construction management/administration (including on-site construction management/administration, bid evaluations, shop drawings and submittals review and approval), construction inspection and/or monitoring, design review, technical consultation, field surveys, engineering reports, and computer-aided drafting. An Indefinite Quantity Contract (IQC) type contract will be negotiated and awarded with a base period not to exceed one year and four option periods not to exceed one year each. The Government reserves the right to award more than one contract for this requirement. Anticipated award date is on or about April/May 2007. Annual contract ceilings will not exceed $1 million per year for the base and each of the four option years. The minimum guarantee is $500 for the base period and for each option year exercised. This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. After reviewing capability statements and references, the Government will select a shortlist of firms that will be invited to submit proposals. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. North American Industrial Classification System (NAICS) Code is 541320, which has a size standard of $6.5 million in average annual receipts. Firms qualified and interested in providing professional Architectural Engineering with Landscape Design Services of the type listed above are hereby invited to submit Standard Form (SF) 330, Architect-Engineer and Related Services Questionnaire in one (1) original and three (3) copies with the appropriate data. Parts 1 and 2 must be completed and submitted for all contractors and subcontractor or consultants. No faxed, electronic, telegraphic or telephonic submittals will be accepted. Include the firm?s DUNS number in SF 330, Part II. 2a. Block H. In Block E of the SF 330, include an organizational chart, equipment capabilities, and the use of subcontractors or consultants and describe the firm?s design quality control plan, including coordination of subcontractors and consultants. Each offeror/consultant listed within Part I of the SF 330 must submit Part II of the form with this package. In the SF 330, Part I, Section F, cite whether the experience is that of the prime (or joint venture) from an office other than that identified in Block 21 shall be so labeled. The selection criteria listed must be addressed in the appropriate sections of the SF 330 for the prime contractor as well as all subcontractors and consultants, and any other pertinent information. Please identify whether you are a small veteran owned, woman-owned, hubzone, etc., business firm. This is not a request for proposals. Solicitation packages are not provided. The selection criteria are listed below in order of precedence. Your SF 330 form, Part I and Part II or an attachment, should specifically address these areas: (1) Professional qualifications necessary for satisfactory performance of required services. (a) Landscape Architect; (b) Historical Architect (desired); (c) Mechanical Engineer; (d) Civil Engineer; (e) Architect; (f) Electrical Engineering; (g) Surveyor; (h) Irrigation Designer; (i) Exhibit Designer. (2) Capacity of the firm to provide the required services in the required time. List your firm?s available personnel, and procedures used to ensure reasonable deadlines are met. Include any proposed subcontractor and specify what duties they would perform. (3) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Provide a minimum of five (5) references of projects similar in scope within the last five (5) years. These references should list a contact name, telephone number, performance dates, amount, and a general description of the work. (4) Specialized experience and technical competence in the type of work required. Highlight projects involving Landscape Design performed by the key personnel that will be assigned to the work. Proposal should also include the firm?s quality control plan for field and office work. (5) Proximity of the firm to local project area. Indicate where your nearest office is in relation to the USNA (Washington, D.C.). If not within a 100-mile radius of the USNA, indicate how you plan to provide service in a cost-effective, timely manner. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise and other requirements listed. Following an initial evaluation of the qualification and performance data submitted, an estimated two or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation. Selection of firms for negotiation will be made through an order of preference based on demonstrated competence and qualification necessary for the satisfactory performance of the type of professional services required. Companies are advised of the limitations on subcontracting contained in FAR 52.219-14, where by the prime contractor must perform al least 50% of the work with their own employees. To be eligible for contract award, a firm must be registered in the (1) Central Contractor Registration (CCR) via the CCR Internet site at http://www.ccr.gov; (2) Online Representations and Certifications Application (ORCA). The web site for ORCA is http://orca.bpn.gov. ORCA registration replaces some of the Representations and Certifications; and (3) Firms must also have a current Veterans Compliance Report on file at http://www.vets100.com/Vets100Search.htm. The closing date for receipt of the SF-330s shall be 3:00 p.m. (local time) on January 4, 2007.
