Description
RESPONSE DATE EXTENDED THROUGH DEC 13, 2006 The USDA Forest Service, is conducting a public-private competition to procure services and support for photography and web services. Under the OMB Circular A-76 rules, the Government will submit a proposal for a Federal Government civil-servant led team or Most Efficient Organization (MEO) team to perform this work. This is a notice from the MEO Team that will be submitting an offer in response to Solicitation Number: RFP-AG-7604-S-07-0002. The MEO team is seeking vendors that perform photography services to participate in developing the Agency?s proposal and, if selected, and the MEO wins the competition, provide additional photography services to the USDA Forest Service. Vendors must be able to perform the required photography tasks as specified in the Solicitation, which is available for viewing on the FEDBIZOPPS electronic website. Offers of interest received from vendors will be assessed, and from 1 to 40 Blanket Purchase Agreements (BPA?s) will be issued if the MEO wins the competition. The assessment may include location, capacity, experience, and/or past performance, and pricing. The MEO team is seeking written offers of interest from potential vendors for the work and pricing described below. If there is any conflict between the wording below or the Solicitation, Performance Statement of Work (PWS), the Solicitation takes precedent. The photographer(s) shall perform photography services as described in the Solicitation, PWS. The photographer(s) must be capable of taking both film and digital photographs, captured in accordance with the requestor?s photo specifications. The digital photographs shall be taken with a resolution of no less than 300 dpi, with a size of 2400 x 3400 pixels. Photographic sessions shall be accomplished as follows: 1. Standard Sessions: Standard sessions shall take place at the initial start date negotiated and agreed upon with the requestor unless the date is changed by the requestor. Photographers will receive the request a minimum of three workdays before the start day required. Digital proof sheets shall be provided to the requestor within two workdays of the end of the photo shoot. Final distribution of photographs shall be no later than five workdays after selection of the proofs by the requestor. Uploading of digital images into the digital library shall be no later than one workday after completion. 2. Priority Sessions: Priority Sessions shall take place at the initial start date negotiated and agreed upon with the requestor unless the date is changed by the requestor. Photographers will receive the request a minimum of one workday before the day required. Digital proof sheets shall be provided to the requestor within two workdays of the end of the photo shoot. Final distribution of photographs shall be no later than five workdays after selection of proofs by the requestor. Uploading of digital images into MEO?s digital library shall be no later than one workday after completion. Photographers shall be required to: 1. be available to respond to photo assignment requests based on a Task Order (TO) requests placed under an established BPA, 2. perform assignments that may include portraits, office locations, remote locations, special events and general stock images, 3. be willing to obtain red card qualifications for incident assignments if necessary. 4. provide their own transportation to easily accessible locations. The Forest Service will provide transportation to locations determined to be remote (e.g. can only be reached by helicopter, snowmobile, pack animals, etc...). Travel expenses, such as lodging, meals and incidental expenses, and mileage for use of personal vehicles, will be reimbursed based on current General Services Administration travel regulations (including future changes). 5. be able to perform sessions that may involve arduous and wildland fire activities, requiring that the photographer be physically capable/fit. 6. have professional equipment that meets or exceeds the standards stated in the Solicitation, PWS. At a minimum, Photographers must a have digital still camera that produces an image of 2400x3400 pixels at 300 dpi. (e.g. Nikon D200), and 7. have a computer with software for doing photo manipulation as described in the Solicitation, PWS. Photographers must record and submit specific metadata and image releases as described in the Solicitation, PWS. Interested vendors shall provide the following pricing in their Offer of Interest for the following rates: full day shooting rate (10 hours per day), half day shooting rate (5 hours per day); travel day rate; and equipment rate (for equipment not included in the daily rate). The proposed rates should be fully loaded, including overhead, profit, and night/weekend or holiday assignments. In addition, the following information is requested: 1. a list of equipment available and included in the daily rates, 2. professional experience, 3. recent clients and their telephone numbers, and 4. past performance reports (if available).
