- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR 13.5, as supplemented with additional information included in this notice. The United States Patent and Trademark Office (USPTO) has a need for sleeping rooms and conference space for attendees of the Trademark Manager's Training Workshop. Dates that are acceptable for the two-day workshop are any combination the week of April 16 or the week of May 14, 2007. Participants include managers from the Trademark division of the USPTO. This announcement incorporates FAR provisions and clauses in effect through FAR FAC 2005-14 and constitutes the only solicitation; a written solicitation will not be issued. NAICS Code 721110. The solicitation number is PROC070Trademark. The solicitation is issued as a Request for Quote (RFQ). The requirements will be fulfilled using the Simplified Acquisition procedures, FAR Part 13. The period of performance is a two-day training workshop during the week of either April 16 or May 14, 2007. Attendees will arrive by lunch on the first day and depart after lunch on the second. Place of performance is to be a one to three hour drive from the USPTO campus in Alexandria, VA. To be eligible for award under this solicitation, the offeror must propose a facility that is compliant with the requirements of the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391) (15 U.S.C. 2201 et. seq.) and is listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.dhs.gov/applications/hotel/ and must be registered on the Central Contractor Registration website (www.ccr.gov). Requirements: Guest Rooms Eighty guest rooms are required (single occupancy). These rooms will be paid for on the USPTO Master Account. Incidentals are the responsibility of all individual attendees. Conference Meeting Room and Food and Beverage: All meeting space is required for both days of the training workshop. A space to accommodate 80 people in rounds is required for the general session. A stage with a skirted dais is necessary to accommodate four panel speakers, as well as a podium with sound. Lunch and dinner will be served in this room. Two breakout rooms are also required. Each breakout room should be able to accommodate 45 people in classroom style. The room should be set up with 18" skirted tables, with a maximum of 2 attendees at each (6ft.) table. Food and Beverage for the workshop includes: Day one: sit down lunch (80 people); sit down dinner (80 people) Day two: breakfast (80 people); sit down lunch (80 people) Audio Visual" The workshop requires audiovisual equipment and support. Aside from the equipment, personnel are needed to set up the site, be on-site throughout the two-day event to run the equipment and trouble shoot any problems that might arise during the workshop, as well as take down the site after the workshop. The AV requirements for this program may include: AUDIO VISUAL REQUIREMENTS (subject to change) General Session and Breakout Rooms 3 Screen with Dress Kit 3 Projector 3 Wireless Cue Lite - Mouse/Slide advancer 3 Laptop (with ability to read CDROM, DVD) 3 Internet connection SOUND - General Session and Breakout Rooms 3 Computer Audio Hook-Ups 4 Table microphones for stage panel 3 Podium microphones 3 Lapel microphones Selection Factors: The Government will make an award resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Ability to offer 80 sleeping rooms; 2. Hotel location; 3. Conference room layout; 4. Flexible attrition and cancellation clause terms; 5. IT/AV capabilities and support; 6. Other factors; 7. Total price for sleeping rooms, conference rooms, IT/AV support, and food and beverage. The selected hotel must be registered in CCR and accept a Government purchase order. The USPTO reserves the right to do a site visit for any property proposed and to consider information gathered in the site visit in making a selection decision.
