- This is a corrected notice to change the NAICS code to 541910 from the previously synopsized 518210, Reference No. PR-00HCUCEB-2007-38860. The Center for Disease Control has a requirement to obtain services to provide timely, high-quality Random Digit Dialing (RDD) samples for conducting healthcare surveys. The RDD samples must identify a minimum of 40% of non-productive phone numbers and must identify all types of wireless/cellular numbers to comply with Telephone Consumer Protection Act of 1991. The proposed contract action will be awarded under FAR 13 for a one-year performance period, and is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a). The proposed contractor is Marketing Systems Group, 585 Virginia Avenue, Fort Washington, PA 19034 as market research has indicated that this is the only firm capable of identifying a minimum of 40% of non-productive phone numbers in RDD samples and identifying all types of wireless/cellular numbers to comply with Telephone Consumer Protection Act of 1991. This notice of intent is not a request for competitive proposals, however, any firm that believes it is capable of meeting, or exceeding the requirement as stated herein may submit a capabilities statement to include technical specifications of their product, and past performance information, which will be considered only if received by 4:00 p.m. E.S.T. on December 20, 2006. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
