- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HSCG27-07-Q-3WQ040 is issued as a Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 05-14. The applicable NAICS number is 238220 and the small business size standard is $13.0. This is Total Small Business Set Aside procurement. The FOB Destination delivery is to: Philadelphia, PA, on or before: February 28, 2007. Offers are due at: USCG Sector Delaware Bay, by the Close of Business on December 22, 2006. Questions may be directed to CWO Thad King, telephone (215) 271-4810 or email at Thad.King@uscg.mil. USCG Sector Delaware Bay has a requirement to purchase Heating, Ventilation, and Air Conditioning repair services. SCOPE OF WORK: The contractor shall provide all labor, materials, equipment, transportation, and supervision necessary to perform work as described herein in the Operations Center at U.S. Coast Guard Sector Delaware Bay located in Philadelphia, PA. All work shall be conducted per this scope of work and all applicable federal, state, and local laws, regulations, codes and directives. This summary is not all-inclusive and delineates only those work items deemed as major to the contract. Additional work items not listed below, though necessary to attain the completed project, shall be included in the contract. To affect repairs and modifications to the HVAC system to improve ventilation, air flow, equipment operation, and temperature control in the command center. PERFORMANCE: The contractor shall remove and re-install all interferences, whether electrical or mechanical, and return them to original condition. Before disturbing any electrical cables or runs, contractor shall notify facility electrician and command center supervisor. Shut down of air conditioning system is authorized due to non-operation during winter months. Adjustments: After installing, adjust all operating and related component to operate smoothly. Disposal: The contractor shall remove and dispose of all debris in accordance with federal, state, and local regulations. Clean up of work areas: On a daily basis, the contractor shall remove and properly dispose of all trash and debris incident to the contract work from the limits of government property, as well as all adjacent affected areas. Specific repairs and modifications are to include: 1) Removal of the drop ceiling in the first floor armory. Modify the supply and return ducts to decrease the static pressure drop between the vertical duct drops and the horizontal duct runs. Reinstall the original drop ceiling. 2) Install new automated motor operated balancing dampers in the supply and return air takeoffs that are located in the AC units on the roof. The air dampers are required to operate on a timer system so that when one unit is operating no air loss is experienced through the other unit. The units presently have barametric style dampers. 3) Repair the economizer section of the southern unit. No leaking or short circuiting of the conditioned supply air shall take place. 4) Replace the drive sheave and belts in both units with manufacturer?s recommended parts. 5) Air balance the system. 6) Utilize the existing electronic control system to monitor system temperatures, static pressure, and provide lead lag control and alarming of the two Trane roof top units. 7) Upon completion: A. Provide a written report documenting specifics of repairs made and system performance at time after repairs. B. Provide a basic one-line drawing with spec notes or provide ?red-line? drawings on current HVAC diagram. Current HVAC diagram can be obtained by requesting copy from the Coast Guard. SITE VISIT: Site visits are required and shall be arranged with Sector Delaware Bay poc CWO Thad King 215-271-4810. Site visits must be arranged at least 24 hours in advanced and scheduled between the hours of 8:00 am and 3:00 pm. PERFORMANCE AND DELIVERIES: 1. SCHEDULE OF WORK: All work shall be performed between the hours of 8:00 am and 4:00 pm Monday through Friday. A schedule providing a start date and estimated finish date shall be provided to the Coast Guard. 2. PERFORMANCE: All work shall be completed within 30 days of the notice to proceed. The Coast Guard shall incur no additional cost for schedule changes requested by contractor. INSPECTION AND ACCEPTANCE: The contractor shall notify the Coast Guard upon completion of work to schedule an inspection and final acceptance of work. No changes can be made outside the Scope of Work without written authorization of the Contracting Officer All quotes must be in accordance with this Statement of Work. Company?s quotes should include: (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price, availability and any discount terms; (7) "Remit to" address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(j) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration; (12) Company Tax Information Number and DUNS Number. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The following FAR provisions/clauses apply to this solicitation.
