Description
SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR (FC-AV) Converters to Green River Technologies, 6121 Indian School Road, NE # 141, Albuquerque, NM 87110-1644. There is a need for the following: The 412 TENG/Instrumentation Division, Edwards AFB, CA is seeking for potential sources to provide: Line 1: 6-Channel Fiber Channel-Audio Video (FC-AV) Converter, Quantity 1 each; Line 2: 4-Channel Upgrade of an existing unit; Quantity 2 each; The upgrade entails adding an additional fiber optic module to each channel, adding firmware to switch between channels, wiring in switches to each channel, and reworking panels for new I/O. Specifications for the FC-AV: the converter box: Converts fiber-optic digital video to S-video. The S-video output is intended for a Heim Data Systems flight recorder. The converter is based on Great River Technology, Inc. Gravity FC/AV2 PMC cards that are compatible with the optical video link used in the C-130 Amp aircraft. Six of these cards are included in the FC-AV converter box, and each card accepts 2 FO inputs. A switch selects either Channel A or B. The optical video link between the C-130 Amp Mission Processor (MP) and the Rockwell-Collins MFD is a 1.5 bit/sec FC-AV implementation that accommodates the display?s 60 Hz refresh rate. The display is XGA resolution with 24-bit specific needs of the C-130 Amp video system. The VGA and S-video outputs are automatically enabled upon power up. Additional FC-AV Converter Specifications: -Enclosure ? 19-inch 4U chassis; -Power Supply ? TBD; -Video inputs ? 12-channels (two groups of 6) with A/B switch, 1.5 Gbit/sec FC-AV; -1310 nm multi-mode fiber; -LC optical connectors; -Video outputs ? 6-channels; -S-Video (4 pin Y/C); -Remotely located switch ? switches between A or B group. The purpose of this system is to convert Fiber-Optic video to S-Video by the C-130. Green River Technologies, 6121 Indian School Road, NE # 141, Albuquerque, NM 87110-1644 is the only known source that can satisfy the requirements of the Government at this time. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the items listed above. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 9 December 06, a Sole Source purchase order will be pursued with Green River Technologies, 6121 Indian School Road, NE # 141, Albuquerque, NM 87110-1644.
