Description
CONTRACTING/PROPULSION/3001 STAFF DR/STE 1AF1 99A/TINKER AIR FORCE BASE OK 73145-3032. Item: NSN 2840-01-317-8323OK, P/N: 6029T45G12, Nozzle, Turbine, Stage 1. Delivery: 36 ea, 31 Aug 2007. Purchase Request: FD2030-07-81001. The solicitation number is FA8104-07-R-0184. The solicitation is a request for proposal (RFP). Closing date for proposals will be received at the issuing office until 4:00 PM on 22 December 2006. 1st Article Government Test, item not expended in testing, no data required for material certification. Performance or other characteristics which the First Article must meet as specified on GE drawing 6029T45 and sub tier drawings and specifications. J85-21 Engine. Destination: Tinker AFB, OK 73145-3032. Description: Material is steel overall, low pressure turbine. Overall length 2.013 inches nominal, overall height 2.535 inches nominal, diameter 17.045 inches nominal. Packaging Requirement: MIL-STD-2073-1, Standard practice for military packaging. Shipping and storage markings shall be in accordance with MIL-STD-129 P standard Practice for military marking. The solicitation will contain instructions for obtaining further information on the requirement. Qualification requirements: Sources must be qualified prior to being considered for award. Qualified source may submit a bid, proposal, or quotation which shall be considered. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the item of award in accordance with FAR clause 52.209-1. This is competitive. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. This solicitation document, incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 97-20 (FAC). The North American Industry Classification System Code (NAICS) is 336412. The qualifications requirements for these items were established prior to 10 OCT 1984 and the requirements of FAR 9.202(A) do not apply. The qualification requirements apply to all line items. The approximate issue date of RFP will be 227 Dec 2006. Government Test, First Article will be required. New/Unused Government Surplus may be acceptable. P/N and MFG verification, Prior Government ownership, 100% end item inspection, Verifiable Dimensions. Remarks: Other special requirements: Parts that are new/unused government surplus showing any signs of rust, corrosion or evidence of deterioration from age, improper packaging or preservation nor evidence of disassembly or reconditioning in any manner are not acceptable. Failure of this item/s can cause unsafe and unreliable engine operation. The effects of reconditioning, modifying, wear on these parts, and life remaining cannot be determined; Therefore only new/unused, only acceptable surplus category. Only written or faxed request s received directly from the requestors are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. Authority: 10 USC 2304(C)(1). Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy the agency requirements. The proposed contract action is for supplies and services for which the government intends to solicit and negotiate with only one, or a limited number of sources under the authority of the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all AR 6.302. All proposals received within forty-five (45) days after date of publication of this synopsis will be considered by the government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Award will be made only if the offeror, the product/service, or the manufacture meets qualification requirements at the time of the award in accordance with FAR clause 52.209-1. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination price and past performance factors, technical capability, as it may be detailed in the solicitation. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting office, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as the source of the concern. The Ombudsman does not participate in the evaluation of proposals or the source selection process.
