Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement (No Substitutes): Current ETF Vibration Shaker System specifications: Model UD - R16C-3 electrodynamic shaker: Sine: 13,000 force pounds peak. Random: 13,000 force pounds rms. Shock: 26,000 force pounds peak, 90 KVA Cla ss D Amplifier 3 in intermittent, 2.5 in continuous displacement. Automatic table load support 1,500 pounds with armature centering External Shaker Cooling Blower. Upgrade/replace existing R16C-3 vibration system to the following performance specificatio ns: Sine: 25,000 force pounds peak. Random: 23,000 force pounds rms. Shock: 50,000 force pounds peak. Shock velocity  120 in/sec 240 KVA Amplifier 3 in intermittent, 2.5 in continuous displacement. The following hardware will need to interface with the higher performance shaker but does not require upgrades: 48 inch x 48 inch Combined Slip Table Assembly specifications: Steel base support to shaker and slitable assembly, with Integrated Guidance and Isolation System. 48 inch x 48 inch (1218 mm x 1218 mm) working area x 1.5 inch (38 mm) thick magnesium slip plate including the shaker table load attaching bolt pattern, 4.75 x 4.75 inch grid load attachment pattern with 1/2-13 threaded inserts. Turning gear with ratchet handle to orient the shaker for vertical or horizontal operation.Bearing Guidance System for vertical and lateral restraint. Head Expander details: 48 inch x 48 inch Magnesium Head Expander, Shaker Armature Outer Bolt Diameter 16 inch (406 mm). Top Surface Dimensions: 48 inch x 48 inch (1224 mm x 1224 mm), Grid of 140 Inserts Guidance Bearings for vertical Load Support. System Checkout requiremen ts: One day checkout service by factory engineer to inspect the system's installation, start up the system, verify normal operation, and instruct customer personnel on Operation and maintenance of the system. FOB DESTINATION FORT HUACHUCA, ARIZONA. Payment will be made by Government credit card under Net 30 Terms. EVALUATION CRITERIA/PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Delivery Schedule, Past Performance, and Price. The synopsis/solicitation document and incoporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14. This is nonrestrictive . The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruc tion to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a completed copy of FAR provision 52.212-3,Offeror Rep resentations and Certifications Commercial Items, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer. FAR clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. FAR clause 52.219-8, Utilization of Small Business Concerns apply. The government reserves the right to select for award, all, some, or none of the proposals received in response to this announcement.
