Description
The Bureau of Reclamation, Pacific Northwest Regional Office, intends to negotiate two sole-source contracts for Integrated Pest Management services on Reclamation lands in the state of Oregon. One contract will be negotiated with Crook County Weed Control, Prineville, Oregon, and one contract will be negotiated with the Oregon Department of Agriculture, Salem, Oregon. The NAICS code for this requirement is 926140 and the small business size standard is not applicable as Reclamation has determined, under the authority of FAR 6.302, that only Crook County Weed Control and Oregon Department of Agriculture possess the unique qualifications for these services for Bureau of Reclamation lands in Oregon. It is the Department of Interior's policy to use IPM concepts and practices for control of undesirable plants. Interior policy also mandates that agencies coordinate their IPM activities concerning weed control operations, research, and technology transfer with related programs and goals of private, local, State, and other Federal agencies where such cooperation is feasible and mutually advantageous. The State of Oregon has developed the Oregon Noxious Weed Strategic Plan and passed the State Pesticide Control Act. The State Pesticide Control Act provides for a strong partnership with the County Weed Control organizations and the Counties are required to develop and conduct effective pest management programs within the State guidelines. In order for Reclamation to develop IPMs which are consistent with ongoing programs within the State and County jurisdictions, it is imperative that technical personnel from both the State and County be part of the interdisciplinary team. The Oregon Department of Agriculture has been assigned the responsibility for regulation and enforcement of the Act and possesses unique knowledge and perspective on the regulatory aspects essential to the success of the IPM program in Oregon. Equally as crucial to the success of the IPM, Reclamation needs input from the local County Weed Control Office (Crook County) in order to develop effective management plans for local noxious weed control. The Oregon Department of Agriculture best provides State leadership and County programs best provide local organization and direction. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this announcement will be considered by Reclamation. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
