Description
This is a Sources Sought Announcement Only. The National Defense Authorization Act for Fiscal Year 2007, Public law 109-364, section 1015, directs the Navy to present to Congress a report on options for future lease arrangements for Guam Shipyard. This Sources Sought Announcement will be used to gather information on possible options for new use arrangements for the shipyard located at Santa Rita, Guam. Solicitations are not available at this time. Request for a solicitation will not receive a response. This notice does not constitute a commitment by the Government. The US Navy is seeking potential sources who would be interested in performing maintenance and repair work onboard both Military Sealift Command and US Navy ships in Guam. Interested sources should submit a rough estimate of the costs associated with executing a multi-ship, multi-option contract that would generate a minimum 60,000 man-day commitment per year, for fiscal years 2008 through 2013. This rough estimate should be prepared without consideration of any costs associated with lease of the facility, to include any dry-dock(s). Data submitted shall include: 1. Contractor?s name, address and point of contract (name, phone number, e-mail address). 2. Estimated cost per man-day for each fiscal year (2008 through 2013); 3. Total cost associated with 60-000 man-days for each fiscal year (2008 through 2013); and 4. Total extended costs. The response date for this Market Survey is December 21, 2006. No collect calls will be accepted. No telephone request or written requests for the Market Survey will be accepted. All responses to this Market Survey shall be submitted either in writing (hard copy submitted to Military Sealift Fleet Support Command, Ship Support Unit, 140 Sylvester Road, Naval Base Point Loma, San Diego, CA 92106-3521, Attn: Ben Jenkins, Contracting Officer) or via e-mail (Benjamin.Jenkins@navy.mil).
