Description
This announcement constitutes a Sources Sought Synopsis. This is NOT a Request for Proposal. The following information is provided to assist the Naval Air Warfare Center Aircraft Division (NAVAIR) in conducting a market research of industry to identify potential contractors capable of providing a Replacement Tube Bender. Interested Contractor?s should be able to provide a Replacement Tube Bender that meets the following specifications in a quantity of up to 84: Key Performance Parameters and Interface Requirements 1.) Material Capability: Shall have the capability of bending tubes with materials and sizes listed in Table 1. Table 1 will be provided through e-mail requests to the following address: veronica.anderson@navy.mil 2.) Tube Size Capability: Shall have the capability of bending tubes with O.D.s and wall thickness listed in Table 2. Table 2 will be provided through e-mail requests to the following address: veronica.anderson@navy.mil 3.) Bend Angle Capability: Shall have minimum bend angle of at least 165 degrees (not including required spring-back) with wiper dies installed. A maximum bend angle of 180 degrees (not including required spring-back) with wiper die installed is preferred. 4.) Tube Flatness: Shall not flatten tubes during the bending process in excess of 3% for Titanium and 5% for Steels and Aluminum. A tube bender that does not flatten in excess of 2% for Titanium and 3% for Steels and Aluminum is preferred. 5.) Wrinkle Heights: Shall not create wrinkle heights or depths in excess of 1% of the tubes nominal O.D. 6.) Scratch Depth: Shall not create scratch depths greater than 5% of the tubes nominal wall thickness. A bender that does not create scratch depths greater than 3% of the tube's nominal wall thickness is preferred. 7.) Mean-Time-To-Repair: Shall have a minimum Mean-Time-To-Repair (MTTR) of 2.0 hours or less. A MTTR of 1.0 hour or less is preferred. 8.) Mean-Time-Between-Failures: Shall have a Mean-Time-Between-Failure (MTBF) rate of no less than 2,000 hours. A MTBF of 2,500 hours is preferred. 9.) Footprint Shall not exceed 130"Lx70"Wx46"H during full operation, or 96"Lx35"Wx46"H during non-operation/storage. A replacement tube bender that can mount on top of a 96"Lx30"Wx36"H steel work bench and have a maximum non-operating/storage footprint of 15"Lx35"Wx10"H is preferred. 10. ) Weight Shall not exceed 3000 lbs (minus tooling weight). The weight is preferred not to exceed 275 lbs (minus tooling weight) if mounted on a steel work bench 11.) Compressed Air Shall not exceed 80 psi, a bender without an external requirement for compressed air is preferred 12.) Electrical Power Shall operate on 108 - 120 V AC single phase, less than or equal to 20 amp. A replacement tube bender that does not require electric power is preferred 13.) Hydraulic Power Shall operate on MIL-PRF 83282 or equivalent hydraulic fluid. A replacement tube bender that does not require hydraulic fluid is preferred.
