- The Naval Sea Systems Command (NAVSEA) intends to conduct a limited competition with the following vendors: -Advanced Concepts & Mission Systems, 3034 Gold Canal Drive, Rancho Cordova, CA 95670; -EDO Communications & Countermeasures, 3500 Willow Lane, Thousand Oaks, CA 91361; -General Dynamics Armament Technical Products, Inc., 128 Lakeside Avenue, Burlington, VT 05401; -Impact Science & Technology, 85 Northwest Boulevard, Nashua, NH 03063; and -Syracuse Research Corporation, 6225 Running Ridge Road, North Syracuse, NY 13212 to procure up to 10,000 Vehicle-Mounted Counter Radio-Controlled Improvised Explosive Device Warfare (CREW) Spiral 2.1 Systems and ancillary requirements for support equipment and services, including options. The requirement also includes engineering support services, field service representative support in-theater, depot level repair services, additional shipping containers, spares, and associated technical data. The above mentioned contractors were identified as a result of responses received to RFI N0002406R6350. Evaluation of these responses found these contractors to be the only ones capable of satisfying the Government?s requirements. The Government contracted on an Unusual and Compelling Urgency basis with these five contractors to immediately procure, test, and evaluate ?first capability? Vehicle-Mounted CREW Spiral 2.1 Systems. Five test units were procured from the five contractors that currently have Technology Readiness Level 7 and above hardware, can provide rapid industrial response at production level quantities, and can best address mounted system requirements. The results of these tests and evaluations will be used as part of the selection criteria during the subject contractual action to procure production level quantities from these five contractors. NAVSEA anticipates releasing a Request for Proposal (RFP) to these five contractors in late 1st Quarter or early 2nd Quarter GFY 07 with an estimated award in the early part of 3rd Quarter GFY07. The period of performance will be from contract or option award through 12 months thereafter. This contract will be awarded pursuant to 10 U.S.C. 2304(c) (1), only one or a limited number of responsible sources.
