Description
The Fleet and Industrial Supply Center, San Diego, intends to solicit for full food services at the Dining Facility at Naval Air Facility (NAF), El Centro, California. The sole site visit is tentatively scheduled for Thursday, 11 January 2007. Advance reservations will be required to attend the site visit. The solicitation will include details on obtaining a reservation. It is anticipated that the solicitation resulting from this announcement will be available to interested parties by 22 December 2006 on the Navy Electronic Commerce Online (NECO) web site http://www.neco.navy.mil. It is the responsibility of interested parties to frequently monitor this web site for updates and ame ndments to the solicitation. Paper copies of the solicitation will not be provided. Technical proposals will be required. Electronic submission of technical proposals will not be accepted. It is anticipated that a firm-fixed-price contract will be awarded using best value source selection pr ocedures IAW FAR Part 15. The projected contract start date is 1 April 2007 for the base year with four (4) one year options extending through 31 March 2012. This acquisition will be conducted under The North American Industry Classification System (NAICS) 722310, Food Service Contractors, which establishes a small business size standard of $15M. The government will not accumulate or post an electronic bidders list for this requirement. In accordance with FAR 19.1305, this acquisition is set aside for competition restricted to HUBZone small business concerns. In addition, the solicitation allows for participation of the CSLA pursuant to the RSA. The Contracting Officer shall afford the CSLA a priority under the RSA under the following conditions: (a) The CSLA demonstates that it can provide the operation of the military dining facility at a fair and reasonable price*, with food of high quality comparable to that available from other providers of cafeteria services and comparable to the quality and price of food currently provided to military service members; and (b) The CSLA?s final proposal revision, or initial proposal if award is made without discussions, is among the highly ranked final proposal revisions with a reasonable chance of being selected for award. *In accordance with the 29 August 2006 Joint Report to Congress (required by Section 848 of the National Defense Authorization Act of Fiscal Year 2006), the term ?fair and reasonable price? means that the CSLA?s final proposal revision does not exceed the offer that represents the best value (as determined by the Contracting Officer after applying the source selection criteria contained in the solicitation) by more than five percent of that offer, or one million dollars, whichever is less, over all performance periods required by the solicitation.
