- Under authority granted in FAR 13.501(a)(1), the U.S. Environmental Protection Agency (EPA) intends to make award of a contract, on a sole source basis, to Horiba Instruments Incorporated, DBA Automotive Systems Div, to perform Five Cycle Fuel Economy Revisions to the Tier 2 Test Equipment for the Office of Air and Radiation, Office of Transportation and Air Quality, National Vehicles Fuels and Emissions Laboratory located 2565 Plymouth Rd, Ann Arbor, Michigan. This requirement is for modifications to existing Tier 2 Test Equipment, which supports real-time test procedure guidance and data acquisition for three chassis dynamometers test sites. In order to meet requirements for final rule making, the Horiba Chassis Dynamometer Test Control Systems (CDTCS) must be modified to perform split-bag filling , along with revisions to embedded software and hardware in existing sampling and analysis systems. Horiba Instruments Incorporated is the only known source that has the capability of performing modifications to this equipment based on the fact that the Horiba CDTCS Sampling System computers and CVS-7000 gas analysis bench software contains embedded source codes that are proprietary to Horiba Instruments Incorporated. Horiba?s knowledge of the source codes is critical to the required modifications being accomplished before April, 2007. This procurement will be conducted under the authority of FAR Part 12, Acquisition of Commercial Items. The NAICS is 334513. Interested firms may identify their interest and capability to respond to the requirements. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered must submit documentation to support their ability to perform modifications as required to the office identified above.
