Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The Defense Priorities and Allocations System (DPAS) Rating for this procurement is DO-S1. This solicitation is issued as a Request for Quotation (RFQ) and the solicitation Number is H92222-07-R-0005. This solicitation is issued as a firm fixed price request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-37. The North American Industry Classification System (NAICS) is 811213 and the Small Business Size Standard is $6.5 million. The proposed contract listed here is 100% Small Business Set Aside. The commercial item to be quoted is the rental of mobile phones with walkie-talkie and group talk features. Group talk feature shall be available between all units. Phones shall be capable of supporting more than one group at a time. Phones will be used for communications during training missions. Phones shall have coverage in all major metropolitan areas within CONUS. Phones will be delivered with a fully charged battery and a spare battery. Car and wall chargers will be required for each phone. Covert three-wire microphone/earpiece or microphone with wireless earpiece shall be available for rent with each phone. 24-hour technical support shall be included during rental periods. Contractor must be able to resolve problems within 1 (one) hour or be able to replace the equipment within 24 (twenty four) hours. QUANTITY/RENTAL PERIODS: The Government?s requirement will be for 9-20 phones per training mission. These quantities may increase or decrease based on the needs of the Government. The Contractor shall have the ability to support approximately 30 training missions per year during the contract. Period of Performance (POP) is a base period and four option periods. The base period will be for 12 consecutive months. The Government intends to award the contract during January 2007 with the POP beginning 1 February 2007. The option periods, if exercised by the Government, will be each subsequent, consecutive 12 month period. The average rental period will be two weeks. Rental periods may increase or decrease based on the needs of the Government. Contractor must have the ability to support variations in quantities and rental periods based on the Government?s requirements. DELIVERY: Phone packages will be shipped to CONUS locations designated by the Government. Delivery shall be FOB Destination. Contractor must have the ability to provide phones in support of multiple training missions at multiple locations. Contractor must have the ability to ship phone packages to the designated location(s) with as little as 24 hours notification.
