Description
This is a SOURCES SOUGHT NOTICE to determine the availability of potential sources capable of providing all qualified personnel, services, materials, equipment, supplies and facilities necessary to perform testing services for the detection of antibo dies and antigens against the Human Immunodeficiency Virus Type 1 (HIV-1) employing Food and Drug Administration (FDA) approved tests and methodologies. The Contractor shall perform initial and repeat reactive screening tests and confirmatory testing on s erum specimens submitted by Army Military Treatment Facilities (MTFs), the U.S. Army Reserve (USAR) (coordinated by the U.S. FEDS_HEAL Program Office (FHPO)) site, U.S. Coast Guard (USCG) sites, Federal Occupational Health (FOH) sites, and U.S. Army Nation al Guard (ARNG) sites. Screening tests will be with an Enzyme Linked Immunosorbent Assay (ELISA) derived from whole viral lysate. Confirmatory testing shall be performed with the Western Blot technique on serum and plasma. In addition, samples with repe atedly reactive ELISA results shall be re-tested with the Western Blot technique to determine reactivity with HIV 1 specific viral polypeptides. The Contractor shall submit test results via an on-line Laboratory Information System (LIS) that is in complia nce with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and is compatible with and able to interface directly with the Composite Health Care System (CHCS) (or current Government LIS) located at each Submitting Activity (SA). The C ontractor shall have the capability to provide direct courier delivery services for CONUS/OCONUS sites meeting all domestic and international regulations and military facility security requirements for delivery of specimens, materials, equipment and report s. As a minimum, the Contractor shall be registered, licensed, and/or accredited by the following organizations: (1) CLIA License for High Complexity Testing; (2) College of American Pathologists; (3) CDC Permit to Import/Transfer Etiologic Agents. The C ontractor may receive approximately 57,000 specimens monthly from Army Active Duty MTFs; 3,000 specimens from USAR FHPO; 1,000 specimens from USCG sites and 9,500 specimens from ARNG sites for initial ELISA screening. Of those numbers, it is estimated tha t not more than 1 percent shall require a Western Blot test. As a Government option, the Contractor may also receive approximately 6,300 specimens per month from the U.S. Army clinical laboratories from OCONUS locations.
