- A sole source procurement is planned with Rand Machine Products, Inc. (Rand), 2072 Allen St, Ext., Falconer, NY 14733-0072. Rand is the only source with a proven record of providing high-quality specimens with consistent characteristics, in a timely manner, that enable repeatable, consistent-quality test results. For 5 years, the Damage Mechanisms Branch (AFRL/MNMW) has been developing a new steel for the fabrication of kinetic energy penetrators in conjunction with conducting penetration research that requires high quality, repeatable, reproducible machining of Research and Development test items. During the development of this steel, general tests have been performed to characterize the material properties of this steel for various weapons program requirements. To perform these tests, material coupons have to be fabricated from steel that will meet tight geometrical tolerances. Additionally, the material coupons must have minimal or no surface defects in order to receive quality data that meets the program requirements. Any variation in the surface finish, machining methods, or processing would invalidate data comparisons. For the last 2 years, AFRL/MNMW has also conducted in-house research for Sand/Soil Stability of kinetic penetrators. The penetrators fabricated for this effort must be of high quality, repeatable, reproducible machining in order to ensure performance measurement of the penetrators rather than potential machining defects/anomalies. Rand has provided this research effort. The Government intends to solicit and negotiate an Indefinite Delivery/Indefinite Quantity contract with a maximum ceiling of $2.3M over a 5-year period with only one source under the authority of FAR 6.301-1. NAICS code is 332999 with size standard of 500. All responsible sources may identify their interest by submitting a capabilities package to the Contract Specialist noted below. An Ombudsman has been appointed to hear serious concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine or administrative questions should be directed to the Contracting Officer or Program Manager. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
