- NAICS Code: 541710 Evaluation of the Role of Poison Control Centers in a Drinking Water Contamination Warning System In accordance with FAR subpart 13.106-1(b) the U.S. Environmental Protection Agency (EPA), National Homeland Security Research Center (NHSRC) in Cincinnati, OH seeks to award on a sole source basis to Cincinnati Drug and Poison Information Center (DPIC) at the Cincinnati Children's Medical Center for the design and evaluation of the role of Poison Control Centers (PCC) in a drinking water contamination warning system and to design and evaluate the feasibility and benefit of PCC inclusion in the ultimate WaterSentinel (WS) design. In response to Homeland Security Presidential Directive 9 (HSPD-9), the U.S. Environmental Protection Agency (EPA) developed a conceptual drinking water contamination warning system, known as WaterSentinel (WS) that utilizes a cache of monitoring strategies and surveillance tools to detect contamination. The initial WS pilot is located in Cincinnati, OH and the Cincinnati DPIC serves the Greater Cincinnati Water Works service area. Contracting with a Poison Control Center (PCC) other than Cincinnati DPIC would result in testing the PCC component in isolation from the rest of the WS components, which would cause significant delay in full WS implementation. The Cincinnati Drug and Poison Information Center shall: (1) design and test a surveillance and detection system that analyzes (on a near real-time basis) calls received by the 24-hour hotline for trends that indicate possible drinking water contamination and (2) develop and maintain a 24/7 hotline that provides toxicological expertise and consultation for water utility and public health officials investigating actual or potential exposure from possibly contaminated drinking water. This procurement will be accomplished under FAR Part 12, Commercial Acquisition Procedures. Interested firms may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
