- The above referenced solicitation is hereby amended to respond to technical questions submitted and incorporate Federal Acquisition Regulation (FAR) 52.211-6 Brand Name or Equal, and extend the due date for quotations. 1) Technical questions and responses are hereby provided: Question 1: Please define high purity nitric acid. We think it means lab grade but want to be sure. Answer 1: The purity of the Nitric Acid must be ACS Certified. Question 2: Is there anything more specific on packaging? Answer 2: Per the solicitation the bottles must be shipped in a manner that will prevent contamination. Question 3: There will be random tests performed. What are the pass/fail criteria? Answer 3: See answer to question 6. Question 4: Will there be a Government inspection at our place? Answer 4: No Question 5: Is this a bottle that is currently being supplied to the researcher by another vendor? If so, could you provide me with the name of the vendor and their product code so that I can match their specifications? Is there an NSN number for the item? This would be the easiest way to address the requirements. Answer 5: Bottle shall be Nalgene, Manufacturer Part Number 382099 or equal, with the following salient characteristics; high density polyethylene, polypropylene screw closures, cylindrical shape, 250 ml. Question 6: If this is a new product request, I need more specific information regarding the cleanliness specification. The solicitation specifies a cleaning process that can certainly be followed. What concerns me is the statement that the bottles will be tested for trace elements (Na, K, and Ca); however, the acceptance limits for the trace elements have not been specified. I would like to avoid a situation in which the bottles are cleaned according to the specified process but then are deemed unacceptable based on criteria that have not been specified. Is it possible to clarify the acceptance limits for the trace elements or otherwise clarify the acceptance criteria? Answer 6: For acceptance testing, we will fill a selected number of bottles with deionized water, let them soak for 24 hours and then analyze them by ICP-OES for Na, K, and Ca. To be acceptable, the concentrations must be below .1 ppm. Question 7: The solicitation also specifies that the bottles must be air dried in a Class 1 Clean Area. Once again this is not a problem. I am concerned that this requirement implies the need for a particulate cleanliness level for the containers; yet, no such criteria have been specified. Is it possible to clarify whether there is a particulate cleanliness requirement, or whether the Class 1 drying is the sole criteria in this regard? Answer 7: Class 1 drying is the sole requirement. 2) The following FAR provision is hereby incorporated: FAR 52.211-6 Brand Name or Equal (August 1999) (a) If an item in this solicitation is identified as ?brand name or equal,? the purchase description reflects the characteristics and level of quality that will satisfy the Government?s needs. The salient physical, functional, or performance characteristics that ?equal? products must meet are specified in the solicitation. (b) To be considered for award, offers of ?equal? products, including ?equal? products of the brand name manufacturer, must? (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by? (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate ?equal? products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an ?equal? product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) The due date for quotations is hereby extended to December 8, 2006 12:00 PM (Noon).
