Description
The Department of Energy, Idaho Operations Office (DOE-ID) is requesting proposals for an internet-based legal research tool to be purchased under simplified acquisition procedures. The requested legal research tool must include the capability to perform legal research with an easy-to-use search format; provide access to court cases and statutes from all 50 states including state administrative codes, bulletins and other materials. The Federal law resources should include Supreme Court, Courts of Appeals, District Courts, and specialty courts; United States Code (annotated version preferred); Code of Federal Regulations; and Federal administrative decisions, bulletins and other materials; Legislative History for Federal and States; and the District of Columbia and U.S. territorial Law. The research capabilities should also provide the ability to conduct research based upon specific legal topics including, but not limited to the following: Government Contracts; Environmental Law, both Federal and state; allow access to EPA Administrative Law Judge Decisions and Regional Decisions; Commercial Laws; Insurance Laws; Employment and Labor Law; Employee Benefits; Intellectual Property, both U.S. and international, and U.S. Patents. The ability to Shepardize a case to research its positive and negative treatment and validate citation formats should be included The service must provide the ability to search public records; provide a Find People type search tool, access the Dun & Bradstreet Business Directory; and research U.S. and international corporate and partnership information. The capability to easily search both U.S. and international news services consisting of all publications, including newspapers, magazines, and newswires. Research assistance and training should be included in the proposal. On-line access to such publications as American Jurisprudence, American Law Reports, Corpus Juris Secundum, Couch on Insurance, Restatement of Laws, and Williston on Contracts is highly desirable. Service must allow password access for 30 users with unlimited usage and printing. The requested services must be installed prior to January 1, 2007. Please submit a proposal reflecting a monthly charge for all included services for a one year, two year, and three year contract. The 3 year period will be incrementally funded on a yearly basis.
